SLASH PENALTY ON DELINQUENT UTILITY BILLS Public Service Commission Order Affects Only Bills Over $3. A maximum rate of penalties which utilities may charge for delinquent bills has been fixed in an order issued by the public service commission. The order authorized a maximum of 3 per cent on bills over $3 and 10 per cent penalty for bills of $3 a month or less. In Indianapolis the order will affect only patrons of the Indianapolis Power and Light Company whose bills of more than $3 become delinquent. The Citizens Gas Company gives a discount for prompt payments while the Indiana Bell Telephone Company and the Citizens Gas Company have no delinquency schedules.
