INDEPENDENCE DELIEVED NEAR FOR PHILIPPINES Permanent Trade Code. Full Freedom Urged by Island President. Hu fsrrippu-Hoirard \rtr*p(tp*r AlHnnre WASHINGTON. Dec. 8 —Full and immediate independence for the Philippines, accompanied by a permanent trade treaty giving mutual advantages to the new republic and the United States, will be sought from the new congress. With this objective in view, President Manuel Quezon, of the Philippine senate, has just arrived here, accompanied by a mission composed of some of the ablest officials of the archipelago. Having rejected the Hawes-Hare-Cutting act passed last January, granting independence in ten years, j with strings attached, the Filipinos are convinced the Roosevelt administration now stands ready to meet* them half way with anew deal. “I firmly believe we shall succeed ! in framing a new' independence act far more satisfactory both to the United States and the Philippines,” j the fighting Filipino leader said. Faith in Democrats "In the first place, the Demo- ; cratic party, now in power, always has been the party of independence. In 1916, the Jones act was passed : with a preamble which stated it is | and always has been the purpose of the people of the United States to withdraw their sovereignty over the Philippine Islands and to recognize their independence as soon as a stable government can be established therein. “In 1920, in his last massage to congress. President Woodrow' Wilson specifically stated that in his opinion the Filipinos had fulfilled the conditions specified. Since that time, we have given thirteen years of additional proof of our ability to govern ourselves. Naval Base Approved “I can not help believing, therefore, that the President and the congress will give us our independence sooner, and upon a fairer j basis, than was offered us in the rejected measure. “Politically, we are prepared for independence without delay. No transition period whatever is necessary. What vitally concerns us is: the relationship, particularly trade, relations, to exist between the United States and the new' republic after independence.
