PROBE MYSTERY POISONING OF AMERICAN GIRL Monte Carlo Hotel Scene of Strange Tragedy; Boy Held. By 1 nitrd Prr .* MONTE CARLO. Dec. 6 —Police sought vainly today to extract from the incoherent mumblings of an American boy the solution of a macabre mystery presented when they burst into a hotel room and found him cranking a phonograph near a bed on which lay the body of an American girl, dead for thirtysix hours. The Americans arrived here Thanksgiving day and registered as Marie Wilson, 20, and Fred Wilson, 17, brother and sister, of New York City. It was believed their passports checked with the registration. They remained in their room all the time.- Food, wines and liquors were sent .into them daily. At all hours the phonograph blared hot jazz tunes. It was almost their only baggage, for they had left mast of it at the nearby Monaco railway station. It seemed the girl died of poison. An autopsy was planned today. In th" girl's clothes was found a note. “Do not blame the boy. He is nor responsible.’’ The boy was taken to a police station, mumbling over and over that the girl was not dead but sleeping. Today he startled his questioners by saying that his name was not Wilson but Elkington and that the “girl,” as sh/ seemed, was not his sister but his mother. He lapsed again into incoherence. Police said he seemed to be suffering from narcotics.

LYNCHING PROBER
"Full power” to investigate the St. Joseph (Mo.) lynching of Lloyd Warner. 19-year-old Negro, has been given Attorney-General Roy McKittrick of Missouri, above, by Governor Guy B. Park. First group of witnesses questioned was unable to identify any members of the mob.
SALE BY DRINK MAY BE LEGAL, JUDGE ASSERTS Baker Hints State Liquor Law Might Be Ruled Unconstitutional. Doubt as to the legality of prohibition of hard liquor sales by the drink in restaurants, cafeterias and other eating places in the new postprohibition era is expressed by Marion county Criminal Judge Frank P. Baker. Judge Baker anticipates a test case arising from the possible arrest of someone for violating the rules laid down by the state excise director forbidding the sale of hard liquor by the drink. He said he could not give an advance opinion, but it appears that the 1933 statute providing for the sale of hard liquor is unconstitutional. The statute in question provides that whisky shall be sold in drug stores, but gives the state excise director power to waive the requirement that the seller be a druggist or that the drug store must have been in operation for three years prior to making application for a license to sell hard liquor. Granting of this power. Judge Baker said, gives the excise director authority to discriminate. The United States supreme court long has held that no legislature could enact a law providing for the exercise of discrimination on the part of an official. In Muncie, City Judge Frank Mann said yesterday that he considered the sale of whisky without a physician's prescription a violation of the stale law. “I will not be ruled by the at-torney-general’s opinion,” Judge Mann said, “but only by the law as I interpret it.” He indicated he would so rule if any enforcement officer brought a liquor buyer before him.
OFFERS PUBLIC REPEALSTOCKS 10,000,000 Shares of Liquor Issues Are Registered, Says Survey. By United Press WASHINGTON, Dec. 6. The American public was asked with the advent of prohibition repeal today to absorb $60,000,000 in various types of securities offered by liquor concerns throughout the nation. That amount has been registered with the Federal Trade Commission since July 27, when the securities act became effective. The rate of registration has been increasing rapidly and officials at the trade commission predicted that the actuality of repeal would account for stiil further liquor stock offerings. A survey by the United Press revealed that there were approximately ten million shares of liquor stocks in the registered lists. These included issues from importers of foreign alcoholic beverages, distilleries, wineries, distributing corporations and breweries. Liquor stocks, according to statistics for the period since July, total approximately one seventh of the entire total of securities being marketed. The total is $450,000,000. The offerings are grouped as follows: twenty-six breweries. $22,-, 500,000; twenty-three distilleries and wineries, $31,500,000 and twelve importing and distributing corporations, $6,000. The issues vary in size from $12,500,000 from one" distillery to SI,OOO by a small brewery. ‘KEEP MEN AT work; is word FROM CAPITAL Continuous Employment of Needy Is Aim of Officials. Continuous employment for workers under the Indiana civil works administration practically is assured with the announcement of instructions from Washington received at the Indianapolis re-em-ployment offices. The instructions, made public by Martin H Carpenter, re-employ-ment service supervisor and William H. Book, state civil works administrator, were signed by Jacob Baker, asistant federal civil works administrator at Washington. Whenever a civil works project is completed, according to the instructions, men and women on the job are to be assigned to another project as soon as there is an opening for which the employe is qualified. The telegram said in part, "Learn that in some cases where civil works projects are completed, workers are out of jobs considerable periods until new assignments are given. It is the intention that civil workers should have continuous employment from the date of first hiring. Please arrange to have new’ projects ready to absorb all wwkers as old projects are completed.” ”The purpose of the civil works project is to give regular work at regular wages, to give employment of such nature as to make the recipient and his family independent of outside aid. By direction of the Federal officials, we were permitted to give preference to those who were receiving work relief or direct relief.” “Those who w r ere employed from those groups ought to continue as far as possible to have the benefit of this employment and not be forced back upon relief within a short time.” Another bulletin sent by Mr. Book to county administrators pointed out that the federal surplus foods which are being distributed through township trustees and other relief offices must be made available to those taken off poor relief because a member of the family had received civil w’orks employment. The federal emergency relief administration, which is in charge of the distribution of surplus foods, requires that such families are to have the benefits of these foods at least until next March. “If, as some trustees report,” the bulletin said, “there are other families who need this surplus food, the trustees are still qperating relief offices and are required to give relief to any family that needs relief.” CATHOLIC LEADER DEAD Monsignor Unlerreitmeier Passes Away at Evansville.
