Bidders must bid on every item in earh class bid on and make extensions of prices and place the totals at the end of each of the classes If this is not. complied with the bid or bids will not be considered. Each bidder will be required to file with his bid an affidavit to tne effect that he has not entered, either directly or indirectly, into any agreement. , understanding or arrangement with any ! other bidder or any other person whereby he has paid or is to pay to such bidder or person any sum of money, or has Riven, or is to give to such other bidder or person, anything of value whatever, and he has not directly or indirectly entered into any agreement, arrangement or understanding with any other bidder or bidders, which tends to lessen or destroy free competition in the letting of anvof the contracts for printing, binding or supplies for the State or Indiana. Bids will not be considered unless these requirements have been complied with. Upon the receipt of said sealed proposals they will be opened and signed by members of said Board, one of the proposals will be resealed and delivered to the Governor for later reference if necessary. Each bidder shall have the right to be present either in person or by attorney. when the bids are opened. And as soon thereafter as the bids can be properly examined the Competing bidders will be notified to be present, When the contracts will be awarded to the lowest and best bidder, or bidders, according to law; the Board, however, reserving the right to reject any or all bids submitted, and readvertise if, in its opinion, the interest of the State will be promoted thereby. Each bidder, at the time of submitting his bid, shall also submit and deposit With the Clerk of the Board, payable io the order of thy Govprnor of Indiana, a certified check, on some bank approved by the Board, in the sum of $1,000.90 for class 1, $1,000.00 for class 2. $500.00 for class 3. SIOO.OO for class 4 and $1,000.00 with the bid for Ihe printing and binding of the Supreme and Appellate Court Reports, as a guarantee that the successful bidder will enter into a contract pursuant to such bid and notice and the specifications referred to herein; and that he will submit a bond as hereinafter provided to the approval of the Board. If any such bidder shall fail to cam- out the terms of the notice and bid, shall fail to enter into such contract., or shall fail to file such bond, the Governor shall deliver the aforesaid check to the Treasurer of State, to be collected by him as liquidated damages. The Board will exercise every reasonable effort to have returned to unsuccessful bidders their deposits within ten <lO days after the opening of the bids At the time said contract or contracts are awarded to said bidder or bidders, the successful bidder or bidders will be required to furnish separate bonds to the approval of the Board, in the sum of $2.->,OOO for Class 1, $20,000 for Class 2 $2,500 for Class 3. $5,000 for Class 4. and $15,000 for Supreme and Appellate Court Reports, said bonds tq be furnished as a. guarantee for the faithful performance of all work and as a further guarantee that in every instance the paper material and supplies furnished shall be of weight, color quality and quantity specified by the State Board of Public Printing. The printing and supplies shall be divided into four classes as specified by law. as follows; CLASSIFICATIONS Class 1. Shall comprise books, circulars and all books and pamphlet work to be printed on book or pamphlet paper, or on rag paper, as hereinafter provided, and the folding, stitching, covering and binding of the same, except House and Senate calendars and similar supplies that may be reouired for the General Assembly. This class shall also comprise state election ballots and poster sample ballots and | other election supplies furnished by the i State. For the purpose of securing a limited number of copies of the laws and : journals of the General Assemblv, the | Governor's year book, the Indiana hisI torical collection, the Reports of the Su- | preme and Appellate Courts and other ofj ficial state publications, for permanent preservation in libraries and elsewhere, which will be more durable and Jess susceptible of rapid dissolution and decay than the copies of Such publications which are pnhted oh Book or pamphlet paper, the Board of Public Printing is hereby authorized, in its discretion, to provide for the printing of a limited number of copies of suclj publications, to 0* determined by fpe Boarcj. on rag paper Class 2 Shall comprise printed blanks, ruled blanks. The pubiicaiion of Supreme and Appellate Court Reports shall be treated as a separate contran and let accordingly. Any matter not mentioned in the above classification shall be placed in the proper classification by the Board The contract for printing and binding the Supreme and Appellate Court Reports will be let as- a whole to the lowest and best bidder, according to law, the Board reserving the right to reject any or all bids submitted. The contractor or contractors awarded any class set out in these specifications must be sufficiently equipped to do all the work and furnish the items in such class speediiy and without unnecessary delay, and shall not. farm-out. assign, transfer or sublet his contract or any portion thereof, to any other person firm or corporation without, the written consent of the Board of Public Printing All work under said contract shall b# performed within the State of Indiana The Board has made a basis upon which bids are asked for the purpose of securing uniformity of bids The Clerk of the State Board of Public Printing.
