Ferdinand Pecora. senate banking committee counsel, declared today that his nomination for district attorney on the New York City Independent Democrat ticket would in no way deter his inquiry into financial practices. He is confident the investigation will be carried to completion as planned and as demanded by the public, despite obstacles which its enemies are seeking to put in its path. Again he emphasized that he will continue here in direction of the inquiry until the first of the
