BY WALKER STONE Timet Special Writer WASHINGTON. Sept. 19—National and state lawmakers are asking. “How much tax can the liquor traffic bear?" Now that it practically Ls certain that the eighteenth amendment will be repealed Dec. 5, the day the thirty-sixth state ratification will be held, fiscal experts are looking toward legalized liquor trade as a means for replenishing funds. Prior to prohibition, state governments as a rule refrained from taxing the liquor business, leaving that field of taxation to the federal government. But. wdth empty state treasuries, unbalanced state budgets and toppling state credit, it is likely that a vast majority of the states will not pass up this new source of revenue. Just as congress two years ago could not resist the temptation to fasted a federal tax of 1 cent a gallon on gasoline, which previously had been reserved for state taxation, the state governments nowr are demanding their share of liquor taxes. It is this dual taxation which some friends of repeal fear will perpetuate bootlegging. Federal Tax SI.IO The present federal tax on whisky is sl.lO a gallon, and that is the tax that will be in effect from tne day national prohibition is abolished until the day congress enacts a new liquor excise schedule. Unless a special session is called, congress will not convene until January, a month after the date of repeal. Already there is a strong demand for higher federal taxes on liquor. Proposals range from $2.20 to $6 a gallon. The state taxes will be in addition to the federal levy. In nine states, liquor control laws to become effective upon repeal already have been enacted. In all of these except two—Nevada, where licensing is left to the communities, and Montana, which establishes a state monopoly—high license fees are assessed against distillers, brewers, vintners and wholesalers and retailers of intoxicating {leverages. Five States Have Tax In five of the nine—Colorado, Connecticut, Delaware, New Mexico and Rhode Island—state sales or excise taxes are provided. No direct taxes are levied in Arizona, Nevada, Montana or New York. With bootleg corn and rye whisky, some of it good quality, selling at from $3 to $7 a gallon in many places, it follows that bootleggers will be able to underbid legal liquor dealers if the tax load is too heavy, j Colorado has a direct tax of 3 cents a gallon on beer. 3 cents a j pint on wine and 10 cents a pint ; on spirits, the proceeds to go into the old age pensions fund. Connecticut has a retail sales tax of 4 per cent and a wholesale sales tax of 1 per cent. Income Is Taxed Delaware has a tax of $1 a barrel on beer, 40 cents a gallon on wine, 75 cents a gallon on spirits of less than 25 per cent and $2 a gallon on alcohol to be used for beverage purposes. New Mexico's tax is a levy of 25 per cent on the net liquor sales income of retailers in excess of 25 per cent of the gross sales, a levy of 15 per cent of the net income of wholesalers in excess of 25 per cent of the gross sales, a 5 per cent gross receipts levy againct manufacturers and 25 cents a gallon on wine. How often, when a hand goes down, have you not seen the declarer size it tip and say, "Well, if I get a break, or if one of these finesses work for me, my contract is in!” B it when you are playing in tournament you should figure on the worst possible breaks. For example, in the following hand, the declarer should say to himself. “Supposing the spades do not break and the diamond and spade finesse are both wrong. Can I still make my contract!” South passed, and West bid one spade. With this five and one-half trick hand, we do not recommend anything more than an original bid of one. Original forcing two bids in the constructive one over one system of bidding must be made only with ‘a hand containing no more than three losing cards—in other words, you must be able to make game if your partner's hand contains nothing but deuces. With less than that, open with a one bid and your partner will give you a chance by a bid of at least one no trump if he has anything at all. Therefore, when West opens with one spade. five spades and West will take the contract to six. The opening lead is the queen of clubs by North, which is won by the declarer with the king. Two rounds of spades are taken and this establishes North's queen. Many declarers now would try for the diamond finesse, and if it fails, would complain that they had a bad break on the hand. However, there is a safer way to play the hand and that is to lead a club win in the dummy with the ace and cash the king of hearts. Declarer then should lead a small diamond from dummy, win with the ace. lead the ace of hearts, discarding a club from dummy, and then ruff the other heart. The declarer now leads a spade from dummy and throws North in the lead—and North is helpless.
