FEAR OF NRA FAILURE VOICED BEFORE LEAGUE Codes Are Flouted, Charge of Council Director; Price Cuts Deplored. Charging that recovery codes neither are obeyed nor enforced, Martin M. Clinton, director of the Indiana Council on International Relations, predicts failure of the NRa unless proper methods of enforcement are found. Speaking before the League for Industrial Democracy at the Y. W. C. A. Monday night. Clinton expressed a fear that failure of the recovery program would be followed by an era of industrial feudalism until the proper means are found for opposing the present trend. Clinton based his arguments on discussions and information gathered at the Wellesley Summer Institute for Social Progress, held recently at Wellesley college. Price Cutting Feared Fear that many restaurant owners may be driven to deserting the NRA movement because of price cutting in the industry prompted members of the district and state recovery boards to petition the national recovery administration Monday for aid in stamping out the price cutting evil in Indiana. In a joint resolution addressed to General Hugh S. Johnson, national recovery administrator at Washington, the two boards asked that Indiana restaurants be allowed tc operate under the proposed restaurant code pending its adoption. The temporary code under which restaurants now are operating regulates labor hours and salaries only, and does not extend to competition or food costs. In announcing adoption of the restaurant men's resolution, Francis Wells. Indiana representative of the United States department of commerce, explained that officials of the Indiana R?staurant Association believe that many operators will be forced out of the NRA unless they are permitted to enforce th? national code. Mediation Plans Approved The restaurant men. according to Wells, complain that drastic price cutting is making it almost impossible for many to pay the minimum wages required by the NRA. Wells predicted that price increases would not be excessive if operators comply with the submitted code. A plate lunch, for example, that now sells for 30 cents would be raised to 35 cents, according to Wells. Gold or silver stars placed on NRA insignia to indicate additional employes hired as a result of the NRA program is allowed Indiana employers, according to a ruling received from Washington today by Wells. ‘ The insignia section offers no objection to the plan, provided the stars are not so placed as to be superimposed upon the blue eagle insignia or its blank background," read the dispatch to Wells. Barbers’ Hours Limited In another dispatch to the local recovery headquarters the legal adviser to the policy board of NRA ruled that ‘ one-man barber shops and beauty shops are limited to fifty-two hours a week. The nine members of the state recovery board were supplied today with printed lists of towns and villages in the nine sections of the state over which each member is to have jurisdiction in the matter of appointing mediation boards. Wells sent letters to seventy-eight trade associations throughout the state today, asking their co-opera-tion in organizing boards of mediation to consider complaints of violations of the NRA by employers. Plans for each of the nine members of the state recovery board to assume charge of an Indiana district to set up mediation boards were approved Monday. An executive committee, composed of M. M. Dunbar. Adolph Fritz, and Frederick Kroeger. will meet weekly and on call.
