REPEAL VICTORY IS FORECAST IN MAINE ELECTION Fighting Chance Given Drys as State Prepares to Ballot Monday. BY WALKER STONE Timet Special Writer WASHINGTON. Sept. 7.—A few interested in repeal of the eighteenth amendment are worrying about the outcome of the next election of delegates, to be held in Maine, Monday. Due to a confusing ballot, the drys have a fighting chance to carry Maine, but it is not likely to prove important. Although Maine will be the twenty-sixth state to ballot on repeal, the convention to ratify or reject formally the repealer will not be held until after thirty-seven other states have acted. And it now seems inevitable that all thirty-seven states will be lined up on the wet side. The Maine ballot, prescribed by a dry legislature, will offer the voters no opportunity to vote directly for or against repeal. Eighty-four delegates will be elected. There are twice that many candidates. And nowhere on the ballot will appear any designation to inform the voters as to which candidates are wet and which dry. Sentiment for Repeal The delegates are apportioned out to the sixteen counties on a basis of population. To try to overcome the confusion, the wet and dry organizations are circulating among the voters lists of candidates known to be wet and known to be dry. Each voter will have to take his list with him when he enters the voting booth. There seems little doubt that public sentiment in Maine is overwhelminglly for repeal. The neighboring states of Vermont and New Hampshire voted respectively 2 to I and 3to 1 for repeal. The wets are confident that a safe majority of repeal delegates will be elected. North Carolina to Vote Maine’s convention is scheduled for Dec. 6. The North Carolina convention will be held on the same date. On the day preceding, however, the deciding conventions w ill be held in Ohio. Pennsylvania and Utah, and the eighteenth amendment is due to be a dead letter when the Maine and North Carolina delegates convene. On the heels of the Maine vote Monday will come the elections Tuesday in Colorado. Maryland and Minnesota. Colorado and Minnesota probably will vote for repeal by at least 3 to 1. and the Maryland vote may be better than 5 to 1. PAPER STRIKE HALTED 200 Return to Work as NRA Provisions Are Met. NRA Headquarters *Like an Anthill ,' Says Chase
Swarming Activity Ordered, However, Recovery General Finds. “A great human ant hill,” is the way Charles W. Chase, ‘ general" of the Indianapolis recovery army, describes the national NRA headquarters in Washington. “The department cf commerce building in the national capitol, in v.hich the NRA has its offices, literally swarms with activity," said Chase, who returned to Indianapolis Monday after a series of conferences with General Hugh S. Johnson and other national recovery chiefs. Despite the unprecedented rush of business, the NRA is run systematically, Chase revealed, and the most careful consideration is given to visitors. Chaos First Impression “When one enters the building," said Chase, "the first impression is one of chaos with clerks rushing about the halls and business men with caieworn faces rushing to and from conferences. “But soon this feeling gives way, to the realization that beneath all the apparent fuss and bother is the smooth-working machinery of a great system with General Johnson at the throttle. "Each code is given the most careful consideration. First the proposed code is read at a public hearing in a room in which one could hear the drop of a pin. Then the deputy administrator appoints advisers for the employers, then employes and the consumers to take up details of the code at a further hearing. Statistics on File “On file at the NRA offices in Washington are the statistics of every firm in the country. These figures are gone over carefully by government experts and representatives of the industries involved. "Finally the code is submitted to Donald Richberg, legal adviser of

"Johnson's feeling, which is shared by all the NRA leaders with whom I talked, is that it is now up to the consumer to put the program across,” said Chase. “Mr. AVerage Man and his wife and family must patronize NRA dealers.” Chase said that Indianapolis apparently is a w r eek ahead of the rest of the nation in getting the NRA program under way. He declared that national leaders expressed pleasure at the work accomplished here by the 3,500 Indianapolis volunteer workers. DRUNKS FEWER AT FAIR, DESPITE BEER Only Two Arrests Are Made as Cops See Contrast to Dry Era. Lack of intoxication at the Indiana state fair thus far today presented a striking contrast between the era of strict prohibition and the present. Police assigned to the fair said drunks were conspicuous by their absence, despite the fact that beer is being dispensed, for the first time in nearly a quarter of a century. on the grounds. “It's the soberest fair I ever covered,” one veteran officer commented. “I guess those with thirsty gullets know they can get all the beer they want here, and they are leaving their har<j( liquor at home. “Our shift has made only two arrests for intoxication since the fair started, and I don’t think the other shift has made any. It's a lot different from last year.”

ARTERIAL ROUTE FROM IRVINGTON FINALLHPENED Last Stretch of East New York Pavement Now Used by Traffic. The final stretch of new pavement on East New York street, completing the improvement project from Irvington to the downtown district, was opened to traffic today, providing east side motorists with a modern, direct arterial highway. All New YoVk street, from Irvington to downtown, has been resurfaced and widened, and the jog around Highland park also eliminated by cutting through the parkway, eliminating a hazardous turn on the thoroughfare. East Michigan street also has been widened and resurfaced from Arlington avenue west to the business district and several perilous jogs eliminated. Resurfcaing of East Tenth street practically is completed and automobile traffic rerouted over the new-finished East New York and East Michigan thoroughfares.
