ST. LAWRENCE PACT IS THORN FOR ROOSEVELT Observers Doubt If Senate Can Muster Two-Thirds for Ratification. By Brrippt.Jloitnrd Xtteipaper Alliance WASHING ON, Aug. 18—The St. Lawrence treaty. Inherited from the Hoover administration, presents one of the thorny problems that the Roosevelt leadership must handle in the next session of congress. The international waterway and power project was advanced by two legislative steps in the special ‘ new’ deal” congress session. A favorable report was made by the senate committee on foreign relations and the treaty was sent to the senate calendar with the recommendation that it be ratified. At President Roosevelt's request, the house passed a joint resolution ceding to New York state, for a consideration of SB9 000,000. all waterpower rights on the United States side of the river. The senate voted down thus resolution, offered as an amendment to the public works bill, but due to the parliamentary situation then prevailing, that vote was not considered a test of strength. Imjiartial observers doubt that proponents of the treaty will be able to rally the support of two-thirds of the senate, the number necessary to ratify. It generally is conceded on both sides that the outcome will hinge upon the attitude of President Roosevelt, who is known as a friend of the project. Only a few senators, all from the northwest, are enthusiastic for the treaty, and only a few. from the Atlantic seaboard, can be relied upon to make a bitter-end fight against ratification. The vast majority of senators will vote as the President asks. Thus far in the St. Lawrence controversy. President Roosevelt has followed the course of least resistance. The “tail center” occupies a position in the brain above and slightly in front of the centers that control the hind legs. If it is injured on one side, the tail develops a onesided weakness, which, however, passes off in two or three weeks. If the injury is over the whole tailcontrol area, the tail is paralyzed, so far as voluntary use is concerned, though it is still capable of convulsive involuntary grasping.
