Instead, the change was brought about by resignation of Smith as chairman, “prompted by a sincere wish to co-operate," and immediate designation by the President of McNinch to take his place. The .ederal trade commission likewise is headed, at the present time, by a Republican, but under its regulations a change in the chairmanship takes place at the end of each year, and the Roosevelt administration will assert control Jan 1 whether or not action is taken before that time. Chairman McNinch has promised that the power commission, in its judicial function, "shall endeavor to balance the scales of justice to the protection of every right involved.” and in its administration function "shall take the initiative and be aggressive in what we conceive to be the p ;ction of the public interest.
