ICKES, WALLACE PICK OWN HELP AND IRK FARLEY Secretaries Have No Use for ‘Patronage’: Jim About Worn Out. BY RAYMOND CLAPPER United Press Staff f orrespnndent (CoDvriht. 1833 bv Unit'd Pressi WASHINGTON, July 18—Two former Republicans in the Roosevelt cabinet. Interior Secretary Harold L. Ickes, and Agriculture Secretary Henry L. Wallace, are wear.ng down the sunny disposition of James A Farley, postmaster-general, chairman of the Democratic national committee, and chief patronage dispenser, because they are resisting pressure to give jobs to good Democrats. The genial national chairman has endeavored to place his personal representatives in various government agencies to approve prospective appointees. Secretary Ickes, riot interested in political patronage, listened coolly when it was suggested that a man be stationed in the interior department to pass on appointments. The man was sent anyway, and he was given a desk in the office of Louis R. Glavis, special investigator for the interior department, the man who uncovered the Ballinger gffair in the Taft"administration. The atmosphere was too frigid, and the patronage arbiter left after a few' days. For the agriculture department, Farley selected Julien N. Friant of Missouri. He was given an office next door to Secretary Wallace. But the door is shut most of the time. Wallace wanted to select his own personnel, much of it requiring expert training.

Monon railroad Monday, received his start in the railroad business as water boy for a construction gang on the New -York Central Lines. Lewis will be in charge of the ways and mechanical departments of the Monon in addition to his duties as general manager. He will maintain offices here and in Chicago.
