LABOR SEEKS BENEFIT UNDER RECOVERY PLAN Organize to Combat Drive of Industry to Keep 40-Hour Week. BY RI'TII FINNEY Time* Special Writer WASHINGTON, July 14.—Labor men organized today to obtain greater benefits under the industrial recovery act. Frankly disappoint! and in their representation during negotiation of the cotton textile code which resulted in agreement on a forty-hour work week and a sl2 and sl3 minimum wage, members of the recovery administration’s labor advisory boarrl laid plans for doing research work of their own, making its results available during preliminary code negotiations, and presenting it in impressive form at all code hearings. Dr William Leiserson of Antioch college is to be in charge of the work and will remain in Washington as liaison officer between the labor advisory board and other branches of the recovery administration. Such skilled advisors as Dr. Paul H. Douglas of the University of Chicago are to be asked to assist in studies of particular industries, and a worker in each industry is to be designated by the board to help in presentation of the case.

COTTON SLASH PLAN SUCCESS IS JNDICATED New Farm Deal for South Likely to Go Through; Contracts Signed. BY MARSHALL M’NEIL Times Special Writer WASHINGTON, July 14.—The first actual test of the popularity of, and faith in, the Roosevelt administration's new farm deal apparently is a success, for reports from the cotton belt indicate the acreage reduction campaign will go through but in a smaller way than first planned. j’ Texas cotton growers already I have signed up to plow under or otherwise not harvest more than 4,050,000 acres of cotton, and get | their share of the $120,000 000 that will be spread throughout the south under the Roosevelt program. Since this is only about 400,000 acres below r the Texas quota, and since Texas was expected tc account for slightly less than half of the whole contemplated reduction of 10,000,000 acres, the sponsors of the plan still are optimistic. The probabilities are ‘that the plan will be put into effect with something less than 10,000,000 acres —equivalent to about 3,000,000 bales —taken out of production. The program includes renting of this land by the government, par-
| ticipation by growers in the pool' lof government-owned cotton, and the levying of a processing tax on ; cotton of about 4 cents per pound to pay the $12,000,000 bill. With regard to cotton, Secretary ; ' Wallace and the Roosevelt ad- j ministration can only plead for co- ; operation and wait for results. But the secretary and the Presi- | dent are prepared to use the force granted them in. the agricultural adjustment act to bring recalcitrant minorities of other farm groups into line. This was clearly shown when Wallace announced that he has de- | ciaecl to license all processors and I distributors of milk, both wholesale and retail, as part of approval of milk agreements for specified areas. HUGE TAX DROP~SIHOWN State Figures Reveal Reduction of 29.9 Per Cent for Year. Reduction of taxes in all governmental units this year amounts to 29.9 per cent, according to statistics I compiled by Albert E. Dickens, state board of accounts statistician. Total levied in 1932 and payable | this year was given as $98,155,149 as compared with $140,094,386 the prej vious year. Property valuations showed a 21.3 per cent drop.
