board, selected by Labor Secretary Frances Perkins, which, in its first meeting Thursday, showed itself a fighting unit in behalf of labor, rather than a rubber stamp for policies formulated by trade associations or by Administrator Hugh Johnson. Second is to be anew division in the labor department, equipped to mediate employer-employe disputes, and to make necessary information available quickly to workers. This second plan has not been announced formally, though evidence of it is to be found in various activities now under way. The new division, it is learned, will contain a revitalized mediation department to replace the present conciliation service, and the bureau of labor statistics, the two co-ordinated under one head. If this plan is carried out it will provide the first militant unit for direct service to labor in its conflicts ever furnished by the department of labor. It will be a permanent organization.

i riage ceremony himself and then issue an undated marriage certificate. The judge avers that this practice is holding up the routine work of his court as many couples from Indiana. Wisconsin and Illinois are applying to him to perform the secret marriage ceremony. Judge Hatfield states that he hopes the Michigan legislature will repeal the law which enables the probate judge to set aside the usual
five-day period before a marriage license is issued. He also recommends that the legislature refuse the probate judge the power of granting a marriage license and also issuing an undated marriage certificate after the ceremony is performed as it will relieve his oourt of the task of marrying many couples who flock to the beaches and resorts of St. Joseph, Mich., each summer to spend their honeymoon.
HONOR WILL BE PAJD TO PASTOR-EMERITUS Dr. Carson to Preach First Sermon of Church Anniversary. Dr. William A. Carson, who has been elected pastor emeritus of the Sutherland Presbyterian church. Twenty-eighth street and Guilford avenue, will be honored at the
church silver anniversary service Sunday. Dr. Carson was the first pastor of the church, serving until 1919. He will preach the opening sermon of anniversary week.
