COAL CHIEFS IN CONFERENCE ON BUSINESS CODE Recovery Act New Deal to Be Before Operators at Session. Indiana coal operators are meeting in Terre Haute today to prepare a tentative code*of fair competition, to be submitted to General Hugh L. Johnson, administrator of the new national Industrial recovery law. Those at the meeting include Harvey Cartwright, executive secretary of the Indiana Coal Operators' Association; C. G. Hall, Walter Korff. R. H, May, R. H. Sherwood, M. M. Soule. H. E. Howard, H. B. Lee, M. J. McGarr. R. J. Smith, A. D. Spears, J. A. Templeton and W. M. Zeller. Similar codes will be prepared by operators in other parts of the country. First Code Refused It was reported at the headquarters of the United Mine Workers of America in the Merchants Bank building that the first of these codes had been submitted, and refused by Johnson. The code unofficially is reported to have been submitted by Charles O’Neill, chairman of the government relations committee of the National Coal Association. It rep-, resented the suggestions of the members of the national association as well as independent operators in the vicinity of Chicago. According to dispatches to The Times, progressives and reactionaries among bituminous coal producers are battling to determine •whether that industry willingly will consent to the new deal prescribed in the recovery law. Eastern States Ready On the one side, ready to cooperate with President Roosevelt and Johnson, is the recently formed Central Coal Associates, representing an estimated 60,000,000 tons of annual production in the states of Pennsylvania, Ohio and Maryland, Kentucky and West Virginia. On the other side are members of the well organized National Coal Association which, for years, successfully opposed legislation to improve conditions in the bituminous industry. At the headquarters of the mine workers’ union, here, it was estimated that, by Sunday night, West Virginia miners would be organized j 100 per cent, for the first time in twelve or fifteen years. Organizers in Fields Organizers for the United Mine Workers have been forbidden to enter certain West Virginia and Kentucky fields, but within the last ten days, organizers have been busy in these fields, meeting comparatively little opposition. John L. Lewis, president of the United Mine Workers, is in Washington conferring with officials on matters relating to compliance with the recovery law.
