FARMHAND WINS i $4,000 VERDICT IN FIRE TANGLE Jury Holds Paul Brown Is Alive and Fugitive From Justice. H ' f 'lillrd Prr FRANKLIN, Ind., June 16. Damages of $4 000 were awarded to Chester Bunge late Thursday, ending the latest revival of the Brown fire mystery. The jury deliberated less than half an hour. Bunge had asked SIO,OOO from Paul Brown, mussing son of Mr and Mrs. Lee Brown, who were believed to have perished when Are destroyed their home Dec. 15, 1930. Bunge, a farm hand, claimed he was first at the scene of the fire and that as he approached the flaming structure he was shot by Paul. Two bodies found in the ruins j originally were identified as those of Mr. and Mrs. Brown. Later evidence! indicated both might have been 1

SECURITIES ACT ! IS RATED BOON! TO INVESTORS I Safeguards Given Public, Confidence Inspired by Law, Say Backers. BY RUTH FINNEY, Time, Staff Writer WASHINGTON. June 16. —Wails from Wall street about the hardships of raising capital under the new securities act failed today to touch the hearts of the congressmen whose votes made the new measure law. Registration of securities does not begin under the act until July 6, but business and finance departments of various journals have begun making gloomy predictions as to its effect, in the hope, congressmen believe, of securing lenient regulations from the federal trade commission, which will enforce it. These regulations are being drawn now in the commission, and always
in the past business interests affected by a regulatory measure have directed more attention to assuring mild enforcement than to opposing the measure in congress. Predictions have been made within the past few days by journals reflecting the attitude of business that the new act makes it “practically impossible for any corporation to raise any new capital”; that banks will refuse to make 'firm” deals for securities; that only the biggest and best known corporations will find any one to float security issues, while capital will be hard to secure for middle-sized honest companies: that underwriting bankers will cease to have salesmen, and that only “cat and dog” operators, with little to lose, will continue to take a chance on marketing bonds and stocks in interstate commerce. The men most active in shaping the legislation in congress see no basis for these predictions—and in fact, see no hope of business securing capital in the future unless the federal trade commission does enforce the law strictly. “If a security is clean and based on real assets, strict enforcement of the act will help, rather than hurt the corporation seeking to raise money,” Chairman Rayburn (Dem., Tex.), of the house interstate and foreign commerce committee said today. “The fact that people are not
