EARL CHAPPELL I ARRESTED FOR PARDON FRAUD; Man Missing Since March 28 Is Prisoner Here in County Jail. Missing since March 28. Earl Chappell, wanted in a S7OO pardon swindle, was arrested Monday night, and is a prisoner today in county jail. Chappell faces charges of obtaining money under false pretense, larcenv. carrying concealed weapons and discharging a firearm in the city limits. He was arrested by detectives j shortly after he left a house in the | vicinity of Illinois and Fourteenth Streets. Robert Burris, 42, and a man whose name has not been disclosed, as he i.s a fugitive, are accused with Chappell of swindling Mrs. Frieda Hitch, 520 North Meridian street, of S7OO on the representation that they could obtain a parole or pardon for John Hitch, her husband, serving a ten-year prison term for ! bank robbery. Burris, according to police, has 1 been identified by Mrs. Hitch as! having posed as Wayne Coy, sec- : retary to Governor Paul V. McNutt : in ( harge of state institution mat- ; ters. M’NUTT NAMES STATE BANKING COMMISSIONERS New Group to Take Posts July 1; McKinley Will Remain Director. New state banking commissioners, who will have charge of the department of financial institutions beginning July 1, were named today by Governor Paul V. McNutt. They are: Oscar P. Welborn, University Club, treasurer of Wabash college and former vice-president of the Fletcher American National bank, who represents large banks on the new board. Harvey B. Hartsock. 59 Hawthorne lane, Indiana Farm Bureau atorney, representing agriculture and credit unions. C. M. Setser, vice-president of the Irwin State bank, Columbus, representing smaller banks. Myron Gray, Muncie attorney and member of the study commission upon w'hose recommendations the new banking law was passed, representing building and loan associations. Robert Bat ton, utility attorney and friend and adviser of McNutt, representing commercial and industrial interests. Evans Woollen will act in an advisory capacity to the commission, the Governor said. Tire commissioners will act in an advisory capacity until the new law is effective, the Governor said. FOUR GUNMEN HOLD UP BANK; MAKEJSCAPE Lowell Institution Looted by Gang: Get Away in Large Sedan. By United Press LOWELL. Ind.. May 23—The Lowell National bank was robbed of $5,000 today by four bandits who fired several shots at random, but wounded no one. The four bandits were seated in a car parked in front of the bank when Cashier T. A. Berg opened the institution for business at 9 a. m. After he and three other employes had entered the buildings three of the bandits followed with drawn pistols,"while the fourth stood guard outside.
