TEXAS MOVES TO MERGE CITY COUNTY RULE Action Taken to Eliminate Duplicate Taxes, Curb Local Politics. BY ROSCOE FLEMING Tim*** special Writer AUSTIN, T-'X., May 19.-Quietly and almost casually, in the midst of the uproar ovpr beer and other more widely publicized matters, the Texas legislature has at one step put Texas into the forefront of American progressivism, so far as local government is concerned. If the people, at an election to be held on next Aug. 26, the voters of the state’s eleven largest counties, containing more than 1,700.000 people, will be empowered to remake their local governments almost as they desire, to merge city and county, and to institute one efficient government over the whole of the county. Smaller counties may come un-ri-T the scope of the amendment later, if they wish, by special acts of the legislature. Texas long has had home rule for cities, but counties have continued to get all their legislation from Austin. Many City Manager Cities This gave rein to local politics, has allowed continuance of the odorous fee system, and has brought county government into general disrepute—a situation not confined to Texas. Many Texas cities arc city manager cities, and it ha:; worked well. It is expected that in counties where such cities are located, new county charters will provide for county management. Thus units of population of from 65,000 In 360,000 will be governed under one central head in areas ranging up to 1,500 square miles. County buildings may supplant city halls and duplicating city and county police, health, tax and other functions may be unified. No longer will sheriffs and chiefs of police debate jealously while criminals scurry off to safety through the middle ground between their authoiities. In changing over from an old system to anew, every stop must be voted upon. Huge Savings Arc Seen The people outside the cities as well as the people within the cities must cast a majority for the new system, which is to be worked out by a charter commission selected at a convention to which delegates arc named by popular votes. If the new charter fails of adoption, or if not enough voters are interested in change to institute a charter election, the present forms of government continue. Friends of the home rule amendment. which was largely worked out in Ft. Worth and Tarrant county, say that possible savings there, by eliminating duplicate services and instituting business management in county affairs, will be close to $500,000 a year. Dallas, Houston. San Antonio and El Paso are among other large cities where new city-county charters may be adopted. CITY PASTOR'S FATHER PASSES IN LOUISVILLE Funeral Services for (he Rev. Frederick Daries Friday, Funeral services were to be neld at 3 this afternoon at Zion Evangelical church for the Rev. Frederick Daries, who died Wednesday at Louisville. Mr. Daries, 73. was father of ihe Rev. Frederick R. Daries, Zion Evangelical pastor. Mr. Daries. who has been making his home with a daughter, Mrs. Walter Scheer, in Louisville, formerly held pastorates at Burlington, la.; Seymour, Ind.; Cincinnati, I'Teelandville and Mb Vernon, Ind. He celebrated his fiftieth anniversary as a minister last March. Funeral services here will be held bv the Rev. J. C. Nestal, St. Louis, Mo. Mr. Daries is survived, besides two thildren, by fom grandchildren, four sisters. Mrs. Marie Nuesch and Mrs. Paulina Heinze, Los Angeles; Miss Lydia Daries, Indianapolis, and Miss Christine Daries, Burlington, la., and a brother, John E. Daries, Portland Ore. CLEMENCY IS GRANTED Commutation and Parolp Given Two Marion County Prisoners. Three more applications by Marlop county prisoners in the Indiana state prison have been acted on by the state commission on clemency. Ben De Witt, sentenced to ten years for robbery, was given a commutation of three to ten years. George Hodge, sentenced to ten years, was denied clemency.
