—Dietz on Science— U. S. CONTROL OF INDUSTRIES IS ADVOCATED Roosevelt Adviser Sees Step as Solution of Machine Age. BY DAVID DIET/, Rerlnos-Hnward Science Editor The reorganization of American industry under government supervision with a 'United States Industrial Integration Board” at its head, is suggested by Professor Rexford G. Tugwell, close adviser of President Roosevelt, as one way to end the social maladjustments which have accompanied the growth of the Machine Age. Professor Tugwell believes that it is within the federal power to prepare a national plan for industry. Such a plan, he believes, would have to start with a “survey of the nation s needs for goods and services of all kind and a study of our present arrangements lor providing them.” “If industries *were to be controlled. incorporation of business enterprises would need, in effect, to be transferred from the states to the nation, though some subterfuge might need to be employed," he continues. Would Control Prices “The flow of new capital into different uses would need to be supervised; prices would have to be controlled; and some vital interests, now partly or wholly neglected, would need to be protected. “These last would include the weaker businesses, consumers, workers, farmers and technicians, all of which suffer now from disadvantages and discriminations which are too obvious to be denied." Professor Tugwell believes that any plan adopted must give the federal government "powers commensurate with the responsibilities widely laid at its doorstep.” In this way, he' believes that the public interests most likely to be neglected in business plans would be protected. "A scheme formulated with these ends in view seems to anticipate that some governmental agency—for instance, the Federal trade commission or some agency of the department of commerce—should be empowered to issue certificates of convenience and necessity to industrial organizations on presentation of evidence of the affiliation of a certain per cent of the productive facilities of any single industry,” he writes. "The commission or the department, suitably organized for this purpose, would need to set up a classification of industries and to maintain a survey of consumption and production throughout the country as well as an estimate of probable markets abroad and needed imports. Bar Outside Interference "The associations thus authorized would be expected to set up thenown planning boards and central management devices for maintaining standards of competition for controlling maximum prices and minimum wages. Ordinarily, this management would function with outside interference except, that on affiliation of several industrial groups a central organization of these associations would be set up to function as a mediating and integrating body for the co-ordination of the several industries’ plans and policies respecting production, prices, division of markets, working conditions, and the like.
