M'NIITT GIVES JOBS TO TWELVE LEGISLATORS Latest to Get Plum Is Rep. R. C. Hill Named as Auto License Auditor. Twelve legislators, two senators and ten members of the house, have been awarded jobs by Governor Paul V. McNutt The new high was reached today with appointment of Representative Robert C. Hill (Dem., Bruceville), as traveling auditor in the automobile license bureau. Representative Frank Finney, (Dem., Martinsville), is bureau head. Under Republican regime, legislators have taken executive appointments, but never to the extent that has prevailed under the present Democratic administration. Constitutionality of such appointments often has been questioned. The point may be raised in the courts if a special legislative session is called, and the appointees attempt to again serve as legislators, it is said. Senators securing McNutt appointments are Anderson Ketchum (Dem., Greensburg), floor leader and president pro tern, in the 1933 session, and Russell Kehoe 'Dem., New Albany). Other members of the house who now are holding McNutt appointments are Representatives John P. Curry, Ray Gilbert, Herman Modisett., Rollin Place, John F. Ryan, Albert Walsman, John Weaver and Raymond Wickersham. Finney said that John Mosier, Martinsville, will succeed Ernest C. Humber, New Albany, as license department auditor. Huber is the latest of the Democrats appointed by Secretary of State Frank Mayr Jr., to be displaced by the Governor. LABOR URGES REORGANIZED RAILRNANGES Saving of 100 Millions a Year Seen, Without Gain in Unemployment. BY MARSHALL M’NEIL Times Special Writer WASHINGTON, May 11.—Savings of $100,000,000 a year could be made by the railroads if they were compelled in the administration’s co-ordination bill to reorganize their finances, labor has told the house and senate. No employes would lose their jobs because of this economy. Through Donald R. Richberg, counsel for the Railway Labor Executives’ Association, amendments to the Roosevelt bill have been suggested to compel scaling down of railroad's fixed charges. “Financial reorganization of many carriers urgently is required,” Richberg told the house interstate and foreign commerce committee, reiterating his statement to the senate commerce committee. “The reduction of fixed charges is not only desirable and just, but entirely is practical, if the pressure of governmental authority effectively is averted.” “We believe,” Richberg went on. “that specific power should be

given, not only to promote but to bring about financial reorganizations and reductions of fixed charges, and through declining to extend the benefits of the act to recalcitrant carriers, and through declining to relieve such carriers of their present existing liability under the recapture provisions of the interstate commerce act. “We do not believe the government lacks the power to compel the railroads to put their house in order. “If the government fails to exert that power, it must be because it lacks the will to do that which should be done. “In this way at least $100,000,000 could be saved annually without increasing unemployment.”
