HERING, MANN LOTTERY CASE REVIEW DENIED Appeals Tribunal Holds That Eagles’ Officials Must Serve Terms. Jill Rcrlppt-lfouord Xeirapaper Alliance NEW YORK, May 11.—The United States district court of appeals today denied a review of the conviction of Conrad Mann of Kansas City, found guilty of charges of violating the federal lottery laws, Mann, former head of the Fraternal Order of Eagles, was sentenced in lower federal court to serve five months and pay a fine of SIO,OOO. The charge was conspiracy to violate the lottery laws in promotion of charity balls in interstate commerce. The balls were conducted for the Eagles. Sentences of two co-defendants also was affirmed—Bernard C. McGuire, who received a year and a day and a fine of SIO,OOO, and Frank E. Hering, editor of the Eagles’ magazine, who was given four months and $2,t)00 fine.
