NEW WAR DEBT CLASH MENACES WORLD PARLEY Roosevelt Faces Serious Problem in Effort to Reach Accord. BY WILLIAM PHILIP SIMMS SrnpDs-Iloward Foreirn Editor WASHINGTON, May B—A new war dobts imbroglio today threatened on tLrree different fronts—in the United States, Great Britain, and France—menacing the world economic conference at London before it fairly gets started. It is this situation, it is believed in d.plomatic and congressional circles here, v h,ch prompted President Roosevelt Sunday night, in his talk to the people of the nation, to omit all mention of this highly explo ve topic. Nevertheless, the President is seen as having built up for himself a powerlul background for the request he is expected to make of congress, between now and adjournment, for authority to deal with the foreign powers on both tariffs and war debts. World Must Recover “The international conference that lies before us,” he declared, “must succeed. The future of the wr and demands it.” “V/e can get, in all probability, a fair measure of prosperity return in the United States, but it will n<9 be permanent un'ess we get a return to prosperity all over the world. “In the conferences w'hich we have held and arc holding with the leaders of other nations,” he pursued, explaining the purpose of his talks with Prime Minister Ramsay MacDonald of Great Britain, former Premier Herriott of France and others, “we are seeking four great objectives. “First, a general reduction of armaments and through this the removal of the fear of invasion and armed attack, and, at the same time, a reduction in armament costs, to hdp balance budgets and reduce taxes. ‘ C~cond. a cutting down of 'rad" b“ ;i?rs, to start the flow' of exv' sos crops and goods between na Liens. Must Stabilize Currencies “Third, setting up of stabilization of currencies so the trade can make contracts ahead. “Fourth, re-establishment of friendly relations and greater confidence among nations.” Our foreign visitors, the President said, “have responded to these purposes in a very helpful way. All have reached the conclusion that each best can be helped by the common action of all.” In view of the fact that In a li } tie more than a month Europe is sr’->-duled to pay the United States $ ’' l ''Od.noo on war debts, omission c r t*' debt problem as £ " leant. xd-'rs on Capitol Hill have v a -sd the President that if he asks re g.ess for authority to deal even with the June 15 installments, he W’i! be playing with dynamite. Congress fails to show the slightest sign of weakening in its determination to collect—despite every indication that Europe will default if pressed to pay.
