ROOSEVELT TO ADVANCE ARMS TRUCE SCHEME Italian and German Envoys Will Hear Views of President. (Continued from Page One) doubtedly weighs heavily on Germany, the way out is not for Germany to arm herself to the tec'.h. That would mean eventual war, and the quenching of the last spark of hope of world recovery. On this latter point. President Roosevelt, Prime Minister MacDonald of Great Britain, and former Premier Herriot of France are known to be in complete accord. Premier Mussolini’s spokesman, due Tuesday, is said to be the bearer of instructions to confer along similar lines. Determined to bring about disarmament at, some lower level, which will give Germany the arms equality she demands, rather than have her begin to re-arm herself in an attempt to catch up with France and her eastern neighbor, Poland, the President is understood to have indicated his approval, in principle, of the British, or MacDonald, plan of limitation. Truce for Five Years Admittedly only a truce to give the world a breathing spell, the agreement would be for five years. Under it, France, Germany, Italy, and Poland each would have a continental army of 200,000, while other European nations would have armies in proportion. The most friendly spirit awaits Dr. Schacht at Washington. Far from unsympathetic to the cause of Germany, American spokesmen here will, nevertheless, seek to persuade her not to do anything desperate at this time. She will be reminded that an illconsidered armament move, with the world in its present state of tension, easily might bring disaster not only to herself, but to all civilization. The United States, it will be pointed out, is not just “meddling” A $1,000,000,000 naval program is • one of America’s stakes. If the Nazis start building ships, France will accelerate her naval program. So will Italy. As Britain's lioet aims at being as strong as the fleets of France and Italy combined, she will start building, too, and the American navy is authorized to equal Britain's.
