PARLEYS BARE BIG CHANGE IN U. S. POLICIES History-Making Switches Made by Roosevelt in Attitude on Foreign Affairs. BY WILLIAM PHILIP SIMMS, SrrinP'-Hnward Foreifn l.ditor WASHINGTON. April 28. The first and most important phase of President Roosevelt's international conferences at the White House today came to an end with historymaking changes i:i American foreign policy. Here are some of its achievements: 1. The United States gladly will accept payment of Europe's $144,000,000 war debt installments due June 15, but “will not go to war over it” if payment must be deferred until after the world economic conference. 2. June 12 has been set as the date for the world monetary and economic conference at London to discuss monetary stabilization, international exchange ratios, tariffs. commodity price levels, the problems of gold and silver and associated economic problems. May Use Silver to Pay 3. The debtor nations may use silver to pay up to $200,000,000 on their war debts, but at a price not to exceed 50 cents an ounce. 4. Great Britain. France. Canada, and the United States may call a tariff truce beginning April 29 and continuing up to June 12, 5. Concurrently with, or more likely following, the economic and disarmament conference, war debt discussions will be reopened by Europe with a view to revision on a broad scale, and in the light of the decisions reached at the conferences. 6. The United States may implement the Kellogg pact by subscribing to a consultative clause and plans to strengthen the consultative pact by empowering the President to place an embargo on arms shipments to aggressor nations. 7. Though the issue played no part in the White House conversations, the United States plans to adhere to the world court, subject; to pending reservations. Press for Disarmament 8. The United States plans to press for world disarmament to the maximum consistent with national safety, basing the extent of its international co-operation to safeguard world peace upon the progress shown in this direction. The biggest cloud now on the horizon is in the direction of London. There is the danger of a "money war” between Great Britain and the United States. Should this develop, despite everything the Roosevelt administration is determined to do to prevent it, its effect on what has been accomplished here might be disastrous. LEGION TO SPONSOR AIR EXHIBITION HERE More Than Fifty Plan es to Take Part in Sky Maneuvers. An aerial program for entertainment of crowds at municipal airport from 2 to 4 Sunday has been arranged by the American Legion in connection with arrival of more than fifty ships bearing legion membership cards from all sections of the country. About a dozen army planes from Columbus, Cincinnati and Louisville will participate in exhibition flying, under direction of LieutenantColonel H. C. Kreijf Muhlenberg, Fifth corps area air officer. Sergeant Evan Inman of the Indiana national guard observation squadron will make a “delayed” parachute jump, dropping from 3.000 feet to 1,000 feet before opening the chute.
ILLINOIS ACTS TO FORCE BACK TAX PAYMENTS Way Cleared for Possible Obtaining of Money for Chicago Teachers. By United Prms SPRINGFIELD. Hl.f April 28. Meeting in a midnight session, the Illinois general assembly today opened a legisl tive path for payment of the $30,000,000 owed Chicago school teachers in back salaries. The - senate passed, 44 to 2, a bill which authorizes county collectors tto act as receivers for delinquent tax property. Governor Henry , Horner affixed his signature a few minutes later. The measure, although effective throughout the state, is designed specifically for Cook county and was sponsored by Mayor Edward J. Kelly of Chicago, who was present at its enactment. It was estimated that the bill will loose $250,000,000 now tied up in delinquent taxes. As Governor Horner signed the measure. Mayor Kelly said: “Let’s hope that that stroke of the pen will bring in millions of dollars.” Joseph B. McDonough, Cook county treasurer, explained that the bill will not be directed at small home owners, but at “delinquent taxpayers, who owe large sums in back taxes, and who have the ability to p*y a greater part of them.” McDonough said he would call a meeting of Cook county officials Saturday morning to submit a plan “for collection of the greatest amount of taxes in the shortest possible time.” MADEM/VORK MEN HURT Two, Jolted Off Truck, Are Run Over by Trailer. Two “made work” recipients were injured today, one probably severely, in a traffic accident at Indiana avenue and West street. Truck trailer carrying twenty-one men ran over Morris Gaither, 19, of 636 South Missouri streeet, injuring his chest. Neal Shea, 33, of 1030 South Senate avenue, suffered injury of a foot. Gaither, Shea and three other men of seven riding on the rear of a city sanitary truck drawing the, trailer w r ere jolted off when a turn was made at the intersection. A fleet of 100 refrigerated twentyton trucks is to transport vegetables and other produce from California to New York on a seven-day sche- ‘ dule.
