SKIP ELECTION RULING IS SET FOR SATURDAY Cox Makes Announcement at End of Hearing on Moore’s Suit. Ruling on validity of the “skip election’’ law, postponing municipal elections until 1934 will be given by Circuit Judge Earl R. Cox Saturday morning, he announced at conclusion of hearing arguments Thursday. The case was brought into court by Boynton J. Moore, Republican candidate for mayor and former city councilman, who filed notice of candidacy in the spring primary which was to be held Tuesday. Legal question raised by opposing attorneys hinged on the state’s power to act in municipal affairs. It was the contention of the defense that the state has power to act in cities, which were termed “creatures of the state.” Argument against the law, advanced by Clinton H. Givan, former superior court judge and Moore’s attorney, was that the state has no power to incur expenses for a city. Under provisions of the law, expense of the election in 1934 would be borne by the city. Fred Masters, co-counsel with Givan, argued that title of the 1933 statute is detective. Defense of the law was advanced by Charles E. Cox, former judge; Edward H. Knight, corporation counsel; James E. Deery, city attorney; Joseph Hutchinson, representing the attorney-general's office, and Charles Remster. DAUGHTER OF ORIGINAL UNCLE SAM IS DEAD How Caricature Was Started Recalled With Woman’s Demise. Hy I nited I‘nnH KANSAS CITY, Mo., April 28. Mrs. Grace Hammond Wheeler, l daughter of the original Uncle Sam of caricature, died here at the age of 97. Her tall father, the late Benjamin Hammond, wore a costume of i striped trousers, red coat, blue vest j and star-spangled hat in 1861 at a i Farmington <Wis.) celebration of a Union victory in the Civil war. His j wife made the costume. Artists for Chicago newspapers drew pictures of him and his tall figure was soon copied throughout the north. His associates called him “Uncle Sam.” Hammond was justice of the peace at Farmington.

Horae-.’ H. Hill Jr. Horace H. Hill Jr., is the hero of "The Princess and the Swineherd,” last Children’s Theater production of the season, to be given Apirl 29 to May 6 at the Civic theater. A farcical version of the familiar fairytale, the play was written by Miss Gwendolyn Seiler and is directed by Arthur J. Beriault, assisted by Miss Rosamond Van Camp.
