Insurance Loan Holiday Modified by State Order
•Necessity’ Clause to Allow Greater Leeway, Is Director's Belief. Modification of the moratorium on cash loans and surrender of life insurance policies and standardization of procedure with that of thirty other states today had been approved by Governor Paul V. McNutt. The new plan was laid before the Governor by Harry McClain, state insurance commissioner. It w as worked out during the weekend at a conference of the various state insurance commissioners at Chicago. McClain explained that, under the new terms, the definition of "necessity’’ for a loan not to exceed SIOO will be expanded greatly. It will include payment of taxes, doctor bills or any other extreme or pressing need. Under the rules laid down by

BV \VM E. M’KENNEY Secretary American Bridge League IN previous articles the writer has pointed out the value of understanding mathematical odds, and making plays which have the greatest percentage of success in their favor. However, the player who follows this principle too rigidly will find many pitfalls in his task. It sometimes is necessary to make a play which is a probable loser, in order to avert a still greater danger. The hand shown today was played in a dual team-of-four match, and since the match ultimately was won by only 300 points, this hand was the entire margin between victory and defeat. North arid South were vulnerable,

East and West were not. The bidding at both tables reached a three no trump contract by approximately the same route. South opened with one diamond. West overcalled with one heart and North bid one spade—a one over one
John Kidd, former commissioner. 20 per cent of the cash surrender value of a policy could be collected, but not more than SIOO. This limit ruling will be maintained, but the necessity featiye will permit considerably more leeway, McClain pointed out. Another of the standardized rules will prohibit ail stock dividend payments by insurance companies, so long as the loan or cash surrender limitation is in force. McClain said that it was expected this rule might be lifted by June 1. McNutt has exprssed particular interest in the curbing of mortgage farm and home sales by insurance companies. He condemned the practice of companies taking a non-col-lectable deficiency judgment. Under such procedure, the company collects the full amount of the loan, at any time it can do so although the forced sale was far below' that total.
force. The bidding then proceeded South one no trump. North two diamands, South two no trump, North three no trump. a a a WEST opened the jack of hearts, which the declarer won with the king. He knew the odds were greatly in favor of a three-two break in diamonds, so he played the ace and a small diamond to dummy's king. Failing to find a favorable distribution in that suit, the declarer still had an even chance to make his needed ninth trick by the spade finesse. He led a small spade to the king in his own hand and returned the four, finessing the jack in dummy. However, that play also lost, and East's heart return enabled his partner to run off four heart tricks, defeating the contract. At table two, the declarer was a little more cautious. He realized that East must be kept out of the lead at all costs because of the heart stiuation. but that West could not defeat the contract by being in the lead once. Therefore, the declarer led a small diamond to dummy's king, returned a diamond from dummy, and, when East did not play an honor, declarer finessed the nine spot. This looked like a losing finesse, and if West had either the jack or the ten, it would give him a trick unnecessarily. However. the declarer was willing to sacrifice that trick for the certainty of making his contract. Regardless of what West might lead at this point, declarer would be assured of at least one heart, two spades, two clubs and four diamonds. As the cards lay. however, this play gained two tricks instead of costing one, and the declarer •made four no trump. iCopyright. 1933. by NEA Service. Inc.) LIFTING PRICES IS MAJOR TASK FOR ROOSEVELT Pressure From All Sides Is Crowding In by Talk of Inflation. BY RAYMOND CLAPPER tnitrd Pres Staff Correspondent WASHINGTON, April 11.—The next basic task facing President Roosevelt is to lift prices. I Pressure for action is crowding ' in from all sides in the form of talk | lor inflation. Officials recognize frankly that measures are necessary to counteract the drastic deflation which has ! continued through the first few weeks of the new administration as a result of locking up of billions of dollars of bank deposits, and in the drastic curtailment of government expenses and veterans’ payments. Congress may force the issue at any moment. Inflationists in the senate are talking about testing their strength through amendments to the pend- I ing farm bill. Some in the administration want! to wait, in the hope that natural causes will start the climb. They point to current rises in wheat, hogs and other farm products. They count on impending passage, of the farm relief bill to confirm' this tendency. - They think this, plus the spurt

WHAT KIND OF MEN DO WOMEN ADORE?
Doctor Tells How Limp, Weak Men Get Vigor, Endurance with Yigovite, Wine-Like Elixir. Maybe you think there's nothing in this cave man stuff, but just let your wife or sweetheart find that you're weak, lacking in vigor and endurance, and you'll get contempt, pity and the gate—instead of love and adoration. Women adore men of force, action —not softies! When your arms encircle them at the dance they want to feel solid, vigorous, healthy flesh and muscle —not flabby skin and gaunt bone. No girl finds romance in skinny, puny arms and legs. Now wedded bliss results from weakness in either sex. That's why divorce courts are crowded. Says Dr. I. E. Booth, well-known New’ York physician: "This preference on the part of women is as old as the world. It's natural for a girl to look for stalwart, male strength on which to lavish her admiration and affections—men who have steel and whipcord in their fibre—mt*i able to SET the pace as W’ell as KEEP it. Some men can not meet this test. This causes many divorces. But by far the majority can and will if only they
