PROGRESS SLOW IN PHONE RATE SLASH EFFORT Little Progress Is Made in Company's Parley With Commission. Initial steps toward a voluntary reduction of telephone rates, as proposed by the public service commission, has resulted in little progress. It was asserted today by Chairman Perry McCart. McCart, Commissioners Moie Cook and Samuel L. Trabue, and Sherman Minton, public counselor for the commision, conferred several hours Wednesday with J. F. Carroll, president of the Indiana Bell Telephone Company, and B. G. Halstead, company attorney. But most of the time was spent by the company officials in explaining why they can not reduce rates at this time, according to Minton. Only concrete accomplishment was a plan for further meetings, with no date having been set. A petition for telephone rate reductions in Indianapolis is on file with the commission, having been brought in by Walter C. Rothermel, president of the South Side Federation of Civic Clubs.
