Labor Secretary Frances Perkins met with leaders of organized labor today to obtain their views on other means of emergency relief and permanent stabilization of employment. Appropriation bv congress of a billion dollars for unemployment relief and inauguration of a huge public works program was recommended today to Secretary Perkins by William Green, president of the American Federation of Labor at the conference. I rge Big Works Program Green said a huge public works program ‘should be launched and inaugurated as quickly as possible.” Such a program, he said, should be supplemented by encouragement of self-liquidating projects, such as slum clearances, housing and construction of tunnels and bridges. The American Federation of Labor program also included adoption of a shorted working week, restoration of buying power through increased wages, unemployment insurance, home mortgage relief for wage earners and unemployed workers enactment of the child labor amendment to the constitution, and rigid enforcement of immigration laws. It recommended ‘‘national economic planning, directly aimed at the raising of standards of living,” and extension of federal credit to states and municipalities “to enable them to maintain their public schools.” Gives Statement of Facts As the conferees convened Miss Perkins submitted a “statement of facts" as to the unemployment situation. It said more than 4.000.000 families and 600.000 single persons were receiving public relief in certain sections of the country in which federal funds were available, and described the amount of relief for each family as “greatly inadequate.” It estimated approximately twothirds of all workers directly connected with various construction activities were jobless.

It's just a pair of old springs from someone's discarded lounge, but down in the 700 block, Harris street they sing their dollies to sleep just as they do in the svelte apartments on the north side.
WORK TO HALT LOWELL AVENUE SEWER CAVE-INS Water and Gas Service Interrupted by City Activities. Sewer cave-ins from ten to eighteen feet in depth in Loweii avenue, between Bolton and Graham avenues, is providing work and worry for board of works employes and the city engineer’s staff. In the 5800 block Lowell avenue, there is one stretch of street 28 feet long and 24 feet wide which has sunk ten feet. The asphalt paving has held together and gas and water mains are suspended in air at several points. A leak in a water main which probably has been gradually washing away the earth beneath the pavement for five or six years, is held responsible for choking the sewer in front of 5823 Lowed avenue. By use of pumps, residents of the vicinity have been getting sewer service, but water and gas service will be intermittent until considerable work is done. Louis C. Brandt., works board member, is supervising the work of relieving conditions due to the cavein, and is being assisted by Ernest Frick, board secretary; Wilbur Winship street commissioner and M. G. Johnson, from the engineer’s office. RABBIT MALADY GROWS Disease Affecting Human Beings Is Reported on Increase. /{)/ T nited Press MADISON, Wis., March 31.—A sharp increase in tularemia last year was attributed to the increased use of wild rabbits for food. The increase from twenty-seven cases in 1931 to forty-two last year, and increase in deaths from one to four, were coincident with a spread in the disease from central and southern Wisconsin to the northern counties, the state board reported. JUDGEPONDERS BOUNDARY WAR Decatur Residents Continue Battle to Prevent Annexation Step. Residents of Decatur township today continued their battle to prevent Perry township from annexing a strip of land on which is located a plant of the Indianapolis Power and Light Company. Argument on making permanent a restraining order against county commissioners to prevent the annexation was to continue through the afternoon before Superior Judge Joseph R. Williams. Counsel for Decatur township, Wymond Beckett. Emsley W. Johnson and Chester L. Zekield, contend that the petition seeking the change is invalid in that it does not comply with a state law requiring that residents and freeholders of both townships in an annexation proposal sign a petition. However. George Burkhart. Perry township attorney, contends that the two-township provision is a matter within the discretion of county commissioners, and, therefore, a petition signed by residents of only one of the townships involved is valid. Williams asked that briefs be submitted on the point. The townships have engaged in a lengthy controversy over boundaries. The prize is the $5,000,000 light and power plant for taxation purposes. •FOGGIEST SPOT’ IS FOUND IN CALIFORNIA Humidity of 100 Per Cent Continues 24 Hours Every Day. By United Press SACRAMENTO. Cal., March 31. The foggiest “spot” in the world is in Sacramento. The spot is foggy twenty-four hours every day of the year, with a humidity rating of 100 per cent. It is a room in the material testing laboratory of the state division of highways, and the fog is made artificially by the state testing engineers. The perpetual fog is used to study the effect of moisture on concrete, samples of which are stored in the room.
