WOODIN SHOWS HIGH COURAGE IN BANK CRISIS Kindly, Courteous and Gracious Throughout Trying Days. h'l Bcrippn-ll ntr.nrl Scwtpip-r Alliance WASHINGTON, March 17.—President Roosevelt refers to Secretary William H. Woodin as “one of the epics of Washington" for his work in the banking crisis, but treasury correspondents speak of him even more effusively—and they have had to deal with many kinds of financiers from the da: 7 s of Carter Glass and William G. McAdoo to those of Andrew W. Mellon and Ogden L. Mills. Many people wonder whether Woodin has what is commonly known as "the stuff.” His mystic and artistic side does not seem to comport with the attributes one expects in an industrialist and treasury secretary. What kind of a man is he, the people are asking? He has great courage. He has been under terrific political pressure with respect to bank openings, but he has withstood it—kindly, courteously and graciously in conferences with angry senators. He has high ideals of public service. He has had to quit his music, coin collecting and other avocations to take charge of the department. And he has been working from 7:30 each morning until 4 the next morning. He always is smiling. During a historic White House conference, he entered the room filled with statesmen, including the President, shied his soft hat at a ♦ able, and .vas happy as a youngster because it happened to land on ♦he target. Woodin speaks with expert knowledge of banking and business problems. Asa director of a score of corporations, he views banks from the standpoint of the industrialist, ■whereas, Mellon and other predecessors approached the question with the prejudices and predilections of a banker. by ten-year liens on the properties improved, if President Roosevelt decides the program should be adopted. The ‘frozen labor relief” program as outlined by Mr. Kaufmann would involve advances to states, municipalities. industrial concerns and individuals for construction of needed improvements. Recipients of the loans would repay the government with reasonable interest. Kaufmann estimated that the expenditure of $2,000,000,000 all existing unemployment in the United States could be ended. “It is my confident belief that $200,000,000 ought to take care of all the unemployed men in Pennsylvania under such a self-liquidating program, the interest to be guaranteed by the state,’’ Kaufmann said.
