rapAIM BE util PROBLEM FOR ROOSEVELT 'Election Results Likely to Keep New President on Needles and Pins. BY WILLIAM PHILIP SIMMS, SrrinD>-Hoarfl Forrirn F.ditor WASHINGTON, Feb. 23. On March 5, the day after President Franklin D. Roosevelt’s inauguration, a general election will be held in Germany, the results of which may keep the incoming administration on needles and pins during its entire lifetime. The Fascist Chancellor Adolf Hitler on that day will make what is expected to be his final drive for constitutional control in Germany. At present he lacks an absolute majority in the reichstag and is unable to obtain enough support from the other parties to give him control. Accordingly, the reichstag was dissolved and anew one will be elected a week from next Sunday. Every effort now is being made to hamstring some of the anti-Hitlerites in their campaign in the hope of cutting down their strength in parlia,ment. But if Hitler's Nazis fail this time to obtain a clear majority, as observers believe will be the case, the chancellor may throw aside all pretense, and Set up a dictatorship ala Mussolini. Anything May Happen Then, it is feared, anything may happen. For nearly a dozen years, Herr Hitler has been campaigning on the promise that if he ever got into power he would scrap the treaty of Versailles, bolish the Polish corri- * dor, rectify Germany's eastern frontiers and insist on the right to arm equally with France and her other neighbors. Already it begins to look as if the road was being cleared for such a program. Germany andltaly, backed by Austria, Hungary and Bulgaria, have formed a cabal against France, backed by Poland. Czechoslovakia, Yugoslavia, Rumania and to a large extent, England. Europe’s Peace in Balance Should Chancellor Hitler develop into another Mussolini, or even a near Mussolini, and he and the Italian dictator make common cause against the French bloc, the peace , of Europe would again be in the balance. Other considerations entirely aside, the American people have a $20,000,000,000 stake across the Atlantic. Italy, quite as much as Germany, desires treaty revision. She particularly desires the Dalmatian coast, across the Adriatic. That coast has deep water, excellent harbors and many strategically placed islands which might come in handy in “the next war.’’ Italy’s east coast is shallow, and without a single good harbor from Venice to Brindisi. Tension Is Increasing Italy already has the northern extremity of the Dalmation puppet state—which territory Yugoslavians charge, merely is an Italian bridgehead for use in launching an attack against the Balkans.. Tension between Italy and Yugoslavia is increasing. Franco-Italian relations never have been exactly cordial, and were never less so than now. And France and Yugoslavia are allies—also France and Poland, Rumania and Czechoslovakia. Accordingly w'hen France charges Austria with having received vast quantities of Italian war materials illegally shipped through her territory to Hungary, and Hungary with having been supplied with several dozen Italian war planes, all Europe is taken by the ears. May Lose at Polls, Still Rule Much, therefore, depends upon the German elections Sunday week and what happens afterwards. Nation-alist-Fascist. sentiment is rising fast in Germany, observers report, with Chancellor Hitler using every means at his command to win a clear majority. Even if he loses at the polls, he still has another ace up his sleeve. He will still have behind him the biggest single party in the reich. Having promised his followers to restore Germany to her "place in the sun,” a few expect him to take a licking lying down. For him it is now r or never. Accordingly, he is expected to retain his place in the saddle, constitutionally if possible, but otherwise if he must.

TAMMANY TO BACK RAINEY FQRjPEAKER Bankhead Is New Yorkers’ Floor Leader Choice; Seek to Name Whip. By Scripps-Tlotcard Xcicspaper Alliance WASHINGTON, Feb. 23. Tammany Hall has decided to support Henry T. Rainey of Illinois for Speaker of the next house of representatives and William B. Bankhead of Alabama for floor leader, according to authoritative sources. So many candidates are in the speakership race that support from Tammany's large and united bloc probably will determine the outcome. In return for its support, Tammany is asking to be allowed to name the Democratic whip in the seventy-third congress. Its choice lies between two of its members, Thomas H. Cullen and Loring M. Black. Cullen has been in the house fourteen years to Blacks’ ten. Black has won distinction for his biting wit and oratorical skill. East, west and south will be represented in the leadership of the new house if this alignment is effected. Rainey, now floor leader, has the support of liberal groups in the house. Two other candidates for the speakership, Representative Joseph Byrns, (Dem., Tenn.) and Representative John E. Rankin (Dem., Miss.), are planning to play for delay in the party caucus in an attempt to offset the loss of Tammany support. The caucus has been set for March 2, but these two will unite, according to present plans, to ask postponement. FATHER OF 12 KILLED Wabash Resident Loses Life When Struck by Auto. Depression Makes Them Drain on General Fund These Days. The depression has struck the Marion county municipal courts, criminal divisions, to such an extent they no longer are a source of revenue but are a drain on the county general fund, court records revealed today. The figures show that while 35,004 cases were filed in courts of Judges Clifton R. Cameron and William H. Sheaffer in 1932, which is about 3,000 less cases than the year before, total revenue from the courts dropped from $69,344 in 1931 to $26,162 last year. Os the amount collected last year, $13,990, representing fees collected, goes into the county general fund, while the school fund receives $12,172, amount realized from fines and forfeitures. The drop in revenue from the courts may be accounted for, in part, by the fact many persons are unable to pay fines now and “lay them out” in jail at $1 a day. The records reveal that while more cases were filed in Sheaffer’s court, fines and forfeitures from his court amounted to only $5,210 com-

Sheaffer's court revealed a drop in fees from $17,869 in 1931 to $7,330 last year, while Cameron’s court showed a drop from $12,002 in 1931 to $6,660 last year. CANADA SEEKS LOWER TARIFFS Reciprocal Agreements on Trade Likely Soon in New Regime. Bp United Press WASHINGTON. Feb. 23.—Unofficial negotiations between the incoming Democratic administration and Canada looking toward reciprocal trade agreements to lower tariff barriers are progressing rapidly, the United Press learned today. Influential congressional leaders, including House Majority Leader Henry Rainey, have been approached by representatives of the Dominion government with mutual assurances that the two nations will combine to reduce trade obstructions.
