TAX EMERGENCY TO BE DEFINED BY LEGISLATURE Proposed Amendment Also Reorganizes Adjustment Boards in State. Redefinition of the word ‘emerRency” as applied to the $1.50 tax rate limit law, which would compel every county in Indiana, regardless of size or population, to fix its tax at that figure, is scheduled in both houses. “Emergency,” in the proposed amendment, will be defined as “any event or occasional combination of circumstances which calls for immediate action or remedy and being of such pressing necessity, as some unforeseen or unexpected happening, or occurrence, or condition, only arising from flood, fire, cyclone, earthquake, or insurrection.” Such definition, sponsors of the amendment point out, would prevent construction of "emergency” as carrying on of normal functions. Tax adjustment boards also woulci be reorganized by the amendment. Final vote is scheduled today in the house on the bill to prevent the loss of property because of tax delinquencies prior to 1932. If the property involved has not been sold, the delinquencies may be lumped and be paid in twenty installments, beginning in May, 1934. Taxpayers must pay their spring installment in 1933 to be eligible. Among bills passed Monday by the house was the Indianapolis police and firemen retirement act, w'hich automatically retires police and firement at 70.
