A direct slap at the Insull securities buildup is taken in a clause making the giving of false information, or withholding proper information in floating utility securities, a felony. Penalty provided in the act are fines from SSOO to SIO,OOO and imprisonment up to three years. Municipal utilities no longer will be hamstrung in extending rural service. The bill provides they can extend into the country six miles without commission permission, although a private plant is serving the territory. Commissioners likewise will have nothing to say when a municipal plant is wanted by citizens and receives a favorable referendum vote. The fact that another public utility already is functioning in the town or city will not thwart the will of the people as expressed at the polls. Detailed method of procedure is set out either to buy the private plant or build a publicly owned one. Right of eminent domain is granted municipalities and any plant there can be condemned and taken under public ownership. The board of works or a utilities Commission operated by the city council will have complete jurisdiction over the municipal plant, except in rate making. This change was made upon request of certain cities where municipal plants operate and wish to continue their rates under the public service commission. Rate making for municipal plants also may be taken from commission jurisdiction by a majority vote in a municipal election. Cities may invest in their municipal utility bonds, but the bond issue to construct a utility must be on the utility, and not on the city.

As was the case in my previous article, South is the declarer at no trump, North the dummy. West is the opening leader and tne card led is in parenthesis. East is the partner of the leader. Example No. 3 Allowing partner to hold trick. North—Dummy K-6-4 West—Leader East—Partner Q-10-8-<7) A-J-9-5 South—Declarer 3-2 West opens the seven spot. Applying the rule of eleven, seven from eleven leaves four. There is one in the dummy and three in East’s hand. Therefore, the declarer holds no card higher than the seven spot. If dummy plays a small card, East should play the five spot, allowing his partner to hold the trick. The king will be captured on the next lead of the same suit by West. Example No. 4 Refusing to play high third hand. North—Dummy K-8-4 West —Leader East—Partner J-9-7-<6) A-10-5 South —Declarer Q-3-2 West’s opening is the six spot. Six from eleven leaves five. The administration income tax bill, which proponents admit will be tied up in the courts on constitutionality, was introduced in the house today by Representative Albert Walsman (Dem., Indianapolis), and several others. In keeping with Democratic campaign promises, a bill outlawing “yellow dog” labor contracts will be received by the senate, the house having passed the measure Wednesday. Deductions from the tax paid include: Single’ person, $6: married couple, sl2; for each dependent under 18, $2.
