SENATE, HOUSE AIDS SELECTED BY DEMOCRATS Perkins Loses Fight to Bar Naming of Heller to Secretary Post. Both houses of the general assembly swung into action today for the seventy-eighth regular session with the poss. of required officials filled in Democratic caucuses. The McNutt administration slate vent through in toto Wednesday night, although an attempt was marie to defeat, its candidate for secretary of the senate, Dick Heller, Decatur publisher. Echoes of the scandal involving the utility-backed House Bill 6 which was passed improperly in the 1931 session were heard during the debate on Heller, who was chief house clerk at that time. Because Senator Chester A. Perkins, of South Bend, who led the attack on Heller, is a native of the same city as Frank Mayr Jr., secretary of state, many professed to see the latter as backing the fight. House Contests Are Quiet This view apparently is encouraged by those anxious to fan the flames of the feud between Mayr and R. Earl Peters, Democratic state chairman. Those elected as senate officials are Heller, secretary; Clyde Snoddv of Bloomington, postmaster, and James Morrissey of Peru, chief doorkeeper. The house saw several contests, but, none was bitter. John Ryan of Lafayette was opposed for chief clerk by Nathan B. Combs of Mulberry, former representative, who was named, 68-14. Eddie Beggs of Terre Haute was elected assistant clerk by a 58-29 vote, defeating Lee E McLary of Tipton, and Matt Leach of Gary was named chief doorkeeper by acclamation. Perkins Leads Attack The senate caucus fight began when Heller was nominated by Senator A. Leroy Portteus of Indianapolis. and Russell Handy of Morristown, proposed that the nominations be closed. “We should have at least two nominations for this post in order to give us a choice to choose,” Perkins declared in opposing the move to close the nominations. "The record of Dick Heller is not such as to appeal to this body,” charged Perkins as he sketched in the circumstances concerning House j Bill 6. "It was under the direction of | Heller that the action on House j Bill 6 was not creditable to the general assembly and we are going to j have many important things to do J during this session. “The people arc going' >o expect service and we don't want to have to take the time to question our employes as to whether they are on the side of the people or on the side of the powers. And by the pow r ers I mean the huge utility lobby.” Weiss Defends Heller Senator William V. Doogs of Cannclton. declared that he had another name to propose, but did not have an opportunity to do so because of the senate’s vote of 26 to 13 to close the nomination after Senator Jacob Weiss of Indianap-; olis, another hitter opponent of private utility gouges, rose to defend Heller. I do not know what happened to House Bill 6, but during that session there was a Deomcratic house and a Republican senate with a Republican secretary, Leland Fishback. I am not saying that Fishback had anything to do with House Bill 6, but he had as much opportunity as did Heller. “The Marion county grand jury made a thorough investigation of the circumstances surrounding the manner of passing and signing House Bill 6 and refused to return a true bill indicting any one and thus gave Heller a clean bill of health,” Weiss said. Perkins Only Dissenter ‘‘l know that a complete investigation was made, because I appeared before the grand jury. It isn’t fair to cast aspersions on a man who served well through two sessions of the assembly.” The motion to close the nomination then prevailed in a standing vote and Perkins was the only senator to cast a negative vote on the final selection of Heller.
