ORIGIN OF LAME DUCK? CAPITOL SAGE STUMPED Admits Ignorance: Tilson Says ‘They Are Game, Migrate March 4.’ BY FREDERICK C. OTHMAN, United Press Staff Correspondent WASHINGTON, Dec. 2—All the best minds concentrated upon the lame ducks and what they’re going to do, as they limped Unto Washington today for the last session of the seventy-second congress. The biggest mystery concerned their ornithological nickname. No one knew why or where or how the congressmen who ran and lost, got their name. Even Capitol Hill's oldest. sage admitted that he was stumped. ‘ Why, even the congressional library doesn’t know,” said this veteran, who preferred to remain anonymous. ' The reference books don’t mention lame ducks, neither do the histories, nor the memoirs of famous congressmen. ’ In 1700 when Morrie England just was getting interested in a place called America, a lame duck was a gentleman who wouldn't pay his debts. Oh, Os Course Not "But of course,” said the sage, ‘ that couldn't have been the reason for calling congressmen lame ducks.” John Quillan TUson, representative from Connecticut who resigned at the last session of congress, said that lame ducks are migratory, "usually quite game” and "usually depart about March 4.” ‘ There is no closed season until the last one has disappeared,” he continued. "They reed more protection than any other migratory bird.” The message had nothing to say about that. Neither could he confirm a rumor that a senator way-back-when called one of his colleagues a lame duck in a burst of anger, and thereby started another custom. Most in History "But I do know,” said the veteran, "that never in history well hardly ever have there been so many lame ducks, or so many important ones.” * One hundred and four of the Republican legislators who open their exceedingly important deliberations next Monday are in this category. They include such luminaries as Senators Smoot, Moses and Watson. It was pointed out that even if a duck is lame, he can’t be called dead. The reference was particularly to William McKinley, who was a lame duck in 1800 and then was elected President in 1896. "It's a very interesting subject,” concluded the lame duck expert, “but apparently won’t be of importance much longer. It looks as if most of the state legislators are going to ratify the amendment abolishing the lame duck session and then you fellows are going to have to find something else I can't answer.” Arizona Educator Dead PHOENIX, Ariz., Dec. 2.—8. L. Barr, 86-year-old Civil war veteran and for twelve years president of Wostern Normal school at Tremont City, 0., died here Wednesday.
