HOOVER OFFERS ‘EVERY EFFORT’ TO ROOSEVLT President Concedes Defeat as Returns Show Result Beyond Doubt. BY HENRY F. MISSELWITZ I nitrd Press Staff Correspondent PALO ALTO, Cal.. Nov. 9—President Herbert Hoover in defeat, stood ready today to dedicate himself "to every possible helpful effort,’’ to make the administration ct his victorious Democratic opponent, President-Elect Franklin D. Roosevelt, a success. In conceding the election to the New York Governor, Mr. Hoover sent him the following telegram: "I congratulate you on the opportunity that has come to you to be of service to the country, and I wish for you a most successful administration. "In the common purpose of all of us I shall dedicate myself to every possible helpful effort.” (Signed*, "HERBERT HOOVER.” The chief executive remained in the seclusion of his home on the picturesque campus of Leland Stanford university, debating on his future plans. Hopes to Take Rest He had announced he hoped to take a week's rest. However, it is believed he is debating whether to take a brief vacation in California, or return at once to Washington and prepare to turn over the presidency to Mr. Roosevelt. Mr. Hoover conceded the election to Governor Roosevelt at 11:34 o'clock (central standard time; Tuesday night. The action came only after’' the returns tabulated on two large b'ackboards in the reception room of the Hoover residence showed beycncl all doubt the result. Persons close to Mr. Hoover were certain an hour before he acted that his concession would come "any minute.” Mr. Hoover spent mast of election night in seclusion in an upper room of his comfortable Moorish home. He had dinner informally with his family and a few intimates, including his two sons, Allan Hoover and Herbert Hoover Jr., and the latter's wife and their children. In Constant Communication "At home,” later, for several score of their Palo Alto neighbors, Mr. and Mrs. Hoover greeted old friends whom they had not seen since they left here four years ago to take up residence in the White House. The President soon went upstairs, however, and remained in almost constant communication by wire and telephone with Republican national committee headquarters in Chicago. He had not expected defeat. He was confident until almost the end that the people would respond to his "campaign of reason.” Hence, when the result finally was recognized as final, Mr. Hoover closeted himself from the milling reception throng and wrote his telegram to Roosevelt. Only a few intimates were with him. Reads Message of Defeat Mrs. Hoover watched the returns Closely, too, and chatted frequently with her husband. But she spent most of the evening as hostess downstairs, refusing to admit defeat. There was a silence as Jack McDowell, Stanford alumni secretary, read the President's message admitting defeat. Then every one broke into applause at his gallantry. Mrs. Hoover, who had been chatting as she supervised the service of a buffet supper, quickly picked up the conversation where it had been dropped. Friends of the President said he appeared tired. As he prepared to retire about 11 p. m., he shook hands with his departing guests. A few moments later the President almost tearfully was affected when a large body of Stanford students came to the house to serenade and cheer him. The night air was balmy and a bright moon shone through the green foliage of tall trees. Stepping on to a second-floor balcony, Mr. Hoover thanked the students. His faltering words clearly showed that he was touched deeply. He withdrew and a few minutes later lights in the home wore extinguished. After giving a college yell, the students broke into smaller groups and melted into the darkness of Stanford campus.

WETS VICTORS IN LEGISLATIVE FIGHT Democratic Candidates in County Elected by Leads of 11,000 Votes. With Democratic candidates in the upper and lower houses of the state legislature apparently elected by majorities of approximately 11,000, complete victory for wet forces in Marion county was seen today. Each of the five state senators, the joint .senator, eleven- representatives and a joint representative had received the indorsement of the Association Against the Prohibition Amendment. Michael M. Mahoney, Democratic candidate for the short term senatorship from the county, apparently will lead the legislative ticket with 106,000 votes. Election margin of more than 10,000 appear certain for A.
