portrayed by Republican spokesmen in the northwest as an enemy of the seaway. Republican candidates for Governor and for congress and lesser offices in Michigan. Minnesota and the Dakotas are telling the voters that Roosevelt, if elected, will block ratification of the treaty with Canada. In those states, the Republican office seekers are saying that the Republican party alone can be trusted to press the waterway pro-
ject to competition. The Democrats, they say, will be dominated by interests in the south and east opposed to the waterway. Roosevelt, they say, is identified too closely with New York groups who prefer the All-American canal route, from the Great Lakes to Albany and down the Hudson.
