HOOVER BOARD STILL VAGUE ON POWER POLICY Commission Has Not Yet Taken General Stand on Securities. Bv Serippn.ffnxrard Xrvtpnper Alliance WASHINGTON. Nov. 4.—The fedpral power commission has not yet formulated a general policy in regard to regulation of power company securities, in spite of three recent announcements talcing jurisdiction in specific matters affecting securities. In two cases, the action was requested by state administrations anxious to take Jurisdiction themselves, but unable to do so until given further legislative authority. In the third case, the utility requested that, its securities be approved 'by the commission before Issuance. Order Not Yet Restored The commission has not yet restored to effect the general order on securities formulated by President Coolidge’s last power commissioners, and indefinitely suspended as the first act of the board which took office with President Hoover. His order forbade any power company holding a license from the federal government to issue securities until the power commission had either exercised its right to regulate them or waived it. The present power commission first took notice of the security situation when the Pinchot administration in Pennsylvania asked it to Investigate transfer of the assets of the Clarion River Power Company, a federal licensee, to the Pennsylvania Electric Company. Regulation Is Asked Shortly after, Oregon's liberal utilities commissioner, Charles M. Thomas, asked the commission to regulate securities of the Portland General Electric Company. Jurisdiction of Puget Sound Power and Light Company was taken at request of the Stone & Webster organization. To handle this work the power commission has employed one man with title of “securities examiner. ' Critics of Hoover have charged that the new activity in regard to security regulation was part of the Hoover campaign for re-election, and intended to offset the liberal power policies of Roosevelt. ELECT FRESHMAN ’CHIEF Robert Udell Is President of Butler First Year Students. Robert Udell was elected president of the Butler university freshman class, Thursday. Jean Helt was named vice-president; Eliza-beth-Kalleen, secretary, and Leonard Rosenthal, treasurer. Udell and Rosenthal were leaders of tho frosh in their victorious fight against the sophomores last Saturday.

CONTRACTOR DENIES PART IN BOOZE PLOT Accused of Knowing His Tenant Was Violating Liquor Laws. Trial of Edward Dalby, R. R. 17, prominent contractor, charged with liquor conspiracy, was held Thursday before Federal Judge Robert C. Baltzell, who withheld decision until Saturday. He was arrested three times on liquor charges as a result of raids at the Alabama street address. Police reported that in one of the raids they found beer, whisky and alcohol “all over the house” and in a garage at the rear. Newark, N. FRAUD FEARED BY DEMOCRATS IN VOTE COUNT I Steps Are Taken to Insure Pennsylvania Checkup Will Be Honest. By Scripp*-Hotcard Xriczpaper Alliance WASHINGTON, Nov. 4.—Democratic leaders who fear that if Franklin D. Roosevelt carries Pennsylvania he will be counted out by Republican machines in Philadelphia and other cities, are preparing for a possible double investigation of the balloting by congress. Democratic leaders believe that on the face of the various state-wide and community polls Pennsylvania is slated to go Democratic, but they are fearful of cheating in Philadelphia and in Pittsburgh. The house campaign expenditures committee will detail Representative Loring Black (Dem., N. Y.) to spend the next few days in Pennsylvania observing election developments. The senate campaign committee may take notice, as it has done twice in Pennsylvania in the last six years, because a senate candidate is involved. Any irregularities alleged in the senatorial contest will be reflected in the presidential contest, politicians believed. Democratic national committee officials are co-operating with Democrats in congress and in the Pennsylvania Democratic organization to insure a full count.
