EXTRA SESSION OF CONGRESS IS PREDICTED Democrats Think Roosevelt Will Sound Spring Call, If Elected. h]f Rcrippa-Hownr<l X* ir/paprr AUiftttcr WASHINGTON, Oct. 21.—Belief that Governor Roosevelt, if elected President, will call a special session of congress next spring for enactment of his program of remedial legislation is held generally by Democrats here. They foresee unemployment relief, the tariff, taxation, governmental economy and perhaps prohibition as issues before the probable special session. And it is ppt improbable that even the passage of appropriations bills might be delayed if the Democrats win Nov. B.' Chairman Byrns tDem., Tenn.) of the house appropriations committee said the suggestion had been made to him that in the event of a Democratic victory only the necessary deficiency appropriations, or those for unemployment and business relief, be made in the short session. This would permit the new administration to take charge of the program of appropriations from the outset. . Byrns said that if Roosevelt suggested this course his committee would consider it. But his personal opinion Is that the regular annual supply bills might as well be passed in the short session. For, he Said, congress has the power any time during the next fiscal year to reduce or increase appropriations. He also anticipates a special session if Roosevelt is elected, and believes that in that event smoother operation could be secured if the appropriation bills were out of the way. Byrns expects the members of the appropriation committee to meet here about mid-November, and then their program will be planned. The appropriations problem this December will be acutely complicated by two factors: Prohibition and governmental economy. Many expect the liquor fight to break over the enforcement appropriation to the department of justice. Some wets are prepared to argue that even if congress neither passes a repeal resolution nor modifies the Volstead act, the appropriation for enforcement should be reduced, if not eliminated. In event cither a repeal resolution is passed or a beer bill approved, the wets will have a good chance of reducing the enforcement appropriation. The economy issue is expected to revolve about the Democratic platform pledge to reduce expenditures by a flat 25 per cent, and President Hoover’s promised recommendations for reorganization of the government. $50,000 VALUE ON FOOT Sues on Result of Amputation Following Accident. RED CROSS TO GIVE GARMENTS I 58.000 Ready-Made Items of Apparel Promised. Shipment of approximately 58.000 ready-made garments will be made to the Indianapolis chapter of the American Red Cross from the cotten appropriation of the federal government for distribution to the needy families of this community, according to word received today. This shipment will supplement clothing to be made by volunteei workers in Indianapolis froTh a large supply of cotton cloth, which also is provided from the federal appropriation. Plans are being •.formulated by the chapter, William Fortune, chairman, announced, for sewing groups to prepare the bolt cloth received. A distribution system, which will make certain of distribution among those families accepted by the welfare agencies for relief, and who are not able otherwise to provide their clothing needs, will be devised by the local chapter.
