BEER BILL NOW HAS CHANCE TO PASS IN HOUSE Reapportionment Act Cuts Dry Strength: Election to Lose More. BY HERBERT LITTLE Times Staff Correspondent WASHINGTON, Oct. s.—Changes in the new house of representatives membership, already made, have increased the votes for a beer-for-revenue bill to a point where twenty more converted southern Democrats, or twenty victories in wet-dry 'contests in November, may insure a 'majority for house passage of such a bill after March 4. The reapportionment act, equalizing representation in the house, has • cut the beer opposition by at least fifteen votes net, and increased the beer strength by at least 11. The O'Connor-Hull bill to legalize and tax beer lost in the house last May by a vote of 169 to 228. These changes give such bill at least 185 votes, irrespective of the Nov. 8 election, and cut the anti-beer strength to 208. . Switch of only twelve more votes will give the bill a majority, and wets are confident that they will get at least this many from southern ‘Democrats who voted against beer! •in May, but have announced support of the Democratic platform j .pledge for immediate modification. f Boost for Dry Foes A survey and tabulation of nom- | inations for the house and the wet- j ness or dryness of the candidates, shows the following twenty-three dry losses: Three in Missouri, two ;each in Georgia, lowa, Kentucky and Ohio, and one each in Alabama, < Kansas, Maine, Minnesota, Mississippi, Massachusetts, Nebraska, North Dakota, South Carolina, Vermont, Virginia and Wisconsin. On the other hand, the elimina‘tion of a congressional district in South Dakota, and the possibility that seven of the added new seats may go to drys, reduces the certain loss to fifteen. . These seven seats include four in .southern California, one each in Oklahoma, Texas and Washington. 4 Wets to Gain New seats .created in the redistricting which are deemed certain to go to wets, number eleven. These include three in Michigan, two each in New York. New Jersey and Texas, and one each in Connecticut and .Florida. ’ In addition to this, Maine already •has elected two wets to supplant drys, and three other seats now held by drys are deemed certain to go to wets in Delaware, Illinois and Missouri. These five switches reduce the anti-beer vote by five, and increase the beer vote by the same number, making the beer lineup sixteen votes stronger, and the anti-beer strength tw’enty-one votes less than last May. Stanley Doscynski, who notified police. . The husband and wife were found dead from gas poisoning. Kalis was lying on the kitchen floor with a gas tube from the kitchen light fixture in his mouth. His wife, Jose- I phine, was found dead in bed.

COURT'S RULING AIDS COAL BILL Operating Company Held 1 Trust Law Violator. By Kcrippx-Hojcard Xetcxpapcr Alliance WASHINGTON, Oct. s.—Prospects’ for congressional approval of the Davis-Kelly coal bill next winter are improved substantially by decision of the federal court in the western district of Virginia, in holding Appalachian Coals, Inc., in violation of the Sherman anti-trust i law, it was believed today. The Davis-Kelly bill, subject of i prolonged hearings last winter, au- I thorizes establishment of a federal j coal commission which will assume , regulatory powers over the industry. It vigorously was opposed by the National Coal Association and bituminous operators, on the theory that federal regulation is not necessary and also because the recently! formed Appalachian was providing owner regulation of { the industry. Appalachian Coals was a. selling agency representing 137 producers in Virginia, Kentucky, Tennessee and West Virginia. Similar cooperative agencies to represent the competitive Pennsylvania - Ohio fields were contemplated in the event the federal court held Appalachian Coals to be lawful. The Davis-Kelly measure, sponsored by the United Mine Workers, would authorize formation of marketing pools, under federal supervision, if their trade practices were not unreasonable restraint of trade.
