ASKS STATE AID IN PURCHASING TO FEED NEEDY Prison Board Chairman Urges Indiana Board Do Buying of Poor Supplies. John L. Moorman, Knox, veteran chairman of the Indiana state prison board of trustees, is in the city today to unfold a plan for state action on poor relief which he asserts will "save thousands of dollars to taxpayers in local communities.” Moorman's plan is to have the state purchasing board buy food supplies for those townships desiring to take advantage of the wholesale price saving thus made possible. He is chairman of the state purchasing board and said he already had discussed feasibility of the plan with Walter Rymn, state purchasing agent, and obtained his approval. Moorman will lay the matter before Governor Harry G. Leslie for final action he said. Origin of the idea came through his son, John D. Moorman, Michigan City, who is a member of the committee of nine appointed by R. C. Fedder, Michigan township trustee, to administer the commissary in Michigan City this winter. “They have a genuine poor relief problem in Michigan City,” the elder Moorman explained. “There are 2,000 families that must be fed, clothed and kept warm this winter. That means a tremendous drain on the taxpayers.” "The committee of which my son is a member has taken over the Chamber of Commerce for the commissary. Arrangements have been made with the Michigan City clearing house association to cash township warrants so that money will be available for purchase of supplies. “We feel that this money could be more judiciously spent if purchases were made through the state purchasing board. Michigan City, or any other city or town, could send in a statement of their needs, just as do all state institutions for which we buy supplies. “The board would then advertise for bids and let the contract to the low bidder, the supplies to be sent to the city freight paid. There plenty of local help will be available for its distribution. “Only persons not benefited by such a plan will be those retail grocers who are living from sales made to township trustees for poor relief. But at this time the pood of the many can not be sacrificed for the benefit of the few. It might be that some of these small grocers would be put out of business, but that is better than forcing taxpayers to sell their homes to finance poor relief.” Moorman predicted- that a saving of one-third in poor relief costs can be made under his plan. MRS. M. D. FERGER IS DEAD: JLL TWO YEARS 85-Year-Okl City Woman Was Widow of Hour Company Founder. Mrs. Minnie D. Ferger, 85, died Monday in her home, 2134 North Meridian street. She had been ill two years. She was born in Cincinnati, and went to Lawrenceburg with her parents when she was a child. She married Charles Ferger Sr. when she was 17, and came to In-, dianapolis. A. C. APPEALS TAX Claim Is Made Institution Is Gymnastic Schol, Therefore Exempt. Appeal for tax exemption has been taken to the state tax board by the Indianapolis Athletic Club on the grounds that it really is a school of athletic and gymnastic instruction, and, therefore, should not be taxed, since schools are not subject to taxation in this state.
Contract Bridge
BY \V. E. MRENNEY Secretary American Bridge League THE Individual Masters' Tournament vividly brought home the fact that the one over one system is destined to become the standardize 1 system of contract bridge bidding. In this tournament, where twen-ty-five of the master contract players of the country competed for individual honors, practically no other system than the one over one in its entirety was used. It is true that other systems employ the one bid from which this system gets its name, but experienced tournament players realize the many advantages this system has tb offer. One of the points where it differs from other systems is that to open the bidding first or second hand you definitely must have a rebid. In thirci position, a player is allowed to use his judgment in opening the bidding—it may be with an extremely weak hand or with a strong one. A fourth hand bid requires about two and one-half quick tricks and support for the majors. The following unusually interesting hand was played in the first

table was South pass, West pass, North one diamond, East one heart. South passed—even though he held two aces—due to the fact that his partner had made a third hand bid, which might be very weak. West passed. North then bid two clubs. The shoving of a second suit assured South that partner held a real hand. East passed and South then bid two spades, which North carried to four. The Play The opening lead in every was the four of hearts, which was won by South, the declarer, with the ace. He immediately led the ten of clubs and here is where the interesting point came in. If East wins the first club trick with the king, there is no possible way of stopping the declarer from making six odd. Some ployers made the mistake of taking the king of clubs. Where East refused to take the king of clubs, it takes skillful play on the part of the declarer to make six odd. The hand must be played as follows: The ace of diamonds and then the king of diamonds in dummy must be cashed. The ace and king of trump are led from dummy and the declarer gets a fortunate break when the queen and jack fall from the East hand. His next play is a small diamond. East shows out, dropping a heart, and the declarer trumps and then leads the three of hearts, trumping in dummy with the 4en of spades. A small diamond then is returned and trumped by declarer with the eight of spades. He leads the nine of soades, picking up West's seven, discarding the jack of clubs from dummy. East 'now must drop the ten of hearts. Declarer then lpads the seven of clubs, winning in dummy with the ace. He leads the ten of diamonds and East is forced to discard his king of hearts to win his only trick with the king of clubs. (Copyright. 1933, nea Service, Inc.)
