HOOVER FRIENDS FIGHT TO AVOID LEGION REBUKE Censure Resolution Will Be Introduced From Floor of Convention. BY MAX STERN Time* Stiff Writer PORTLAND, Ore., Sept. 15.—A resolution of censure of the administration for the eviction of the bonus army will be introduced on the floor of the American Legion convention today. George Howitt of Kansas, chairman of the resolutions committee which voted down an attempt to bring such a resolution to the convention, has been informed definitely that it would be introduced from the floor. A majority vote will have to be obtained for its consideration, however, and friends of the administration were working among individual delegates to stop it before it reaches consideration. 20 States Lined Up The Pennsylvania delegation leader in the censure movement, has lined up twenty states to back their fight for placing the blame for the bonus eviction upon the shoulders of the President. Never before in its history has the legion been so under the thumb of the rank-and-file buddy. The bonus demand, forced by the rank-and-file in their state delegate meeting as the result of hard times and resentment over the B. E. F. trouble, was due to pass today, in spite of the fight against it, led by Sam Reynolds of Nebraska, and reinforced today by President Hoover’s statement. The bonus payment demand is expected to be approved by 4 to 1. Scrap Over rohibition Members of the resolutions committee read accounts of the affidavits of two of Washington soldiers, admitting they set fire to the bonus billets on Pennsylvania avenue, but refused to comment. The extremeness ot the antiprohibition resolution now before the committee, demanding immediate repeal of the Volstead act pending submission of repeal, also has caused a considerable squabble. The convention reversed its policy of two years ago and resolved we should remain out of the world court, but without great enthusiasm. Resolutions against debt cancellation, against Russian recognition at this time, against the Griffin bill to naturalize alien pacifists, and in favor of preparedness, also indicated the greater nationalistic swing of the veterans. ‘Deadly Blow,’ Says Hoover By United Press WASHINGTON, Sept. 15.—Summoning the strongest words in his vocabulary, President Hoover has branded the proposal for immediate cash bonus payment as one involving a “fatal threat” to recovery, a “deadly blow at the nation's welfare,” and “an act of moral bankruptcy.” Regardless of the American Legion’s expected action in indorsing it, Mr. Hoover has given notice he will oppose it to the end. Its consummation, he believes, would be a “calamity” to the other 21,000,000 families not affected by veteran grants, and might wreck the currency and financial system of the country. Mr. Hoover built his argument around the statement that the immediate bonus payment would involve an unbearable load of $2,300,000,000 which might ultimately destroy the value of every dollar in the United States. “By paying the adjusted service certificates at their 1945 face value now, the government not only would be paying all remaining thirteen annual installments in advance, but would be paying compound interest upon them in advance,” he said. "This, I am advised, would add which the people of the United States, acting through congress, undertook to pay when they gave the certificates. "No such sum is available. It can not be raised by adding to the crushing burden of taxes which drain every family budget in our country today, and weigh heavily on business struggling in the midst of depression.”

‘GRAND HOTEL’ IS BOOKED AT PALACE

Manchukuo, Sept. 15.—The protocol extending Japanese diplomatic recognition to the “independent” government of Manchukuo was signed by representatives of Japan and Manchukuo here today in a colorful ceremony. The streets of Changchun were decorated with Manchukuoan flags and thousands of Chinese thronged the city in a combined celebration of the treaty signing, and the fall harvest festival. STOUT MAY GET POST Probably Will Succeed Late Major •Taylor as Air Commander. Captain Oliver Stout, Indianapolis, probably will succeed to the post of commander of the One hundred thirteenth observation squadron, Indiana national guard, left vacant by the death last Saturday of Major Richard Taylor in an airplane crash near Clinton. Adjutant General Paul Tombaugh said Wednesday that Captain Stout was in line for the commandership because of seniority, and that he probably would recommend his appointment to Governor Harry G. Leslie. Captain Stout now is acting commander. PINCH TWO CITY MEN Found in Auto Near Waverly; One, Badly Hurt, Believed Drunk. Two Indianapolis men, one suffering from severe injuries are held today by Morgan county authorities at Martinsville, after being found near in an auto owned by a third Inidanapolis man. Ernest Meddaris, 22, of 1515 Madison avenue, the injured man, is said to have been drunk. His companion was Paul Hill, 343 Parkway avenue. The automobile bore a certificate of litle issued to Charles Flesher, 82 Weghorst street.

$15,000 BOND IS SET FORBANDIT Hunter Watson Wins Continuance on Charge. Hunter B. Watson, bank robber fugitive and escaped convict, was granted a continuance Wednesday by Municipal Judge William H. Sheaffer when arraigned on charges of possessing and carrying concealed weapons. The case will be heard Sept. 20. Bond was set at $15,000. Arrest of Watson ou a fugitive warrant was made by police here Friday. He is wanted by Louisiana and Texas authorities. Police have been advised by Sheriff L. M. Davis of Jena, La., that he is coming to Indianapolis immediately with requisition papers for Watson, who has declared he will fight extradition to both states. A petition for a writ of habeas corpus was filed for Watson Tuesday in superior court, it being alleged that he is being held solely on information contained in telegrams and that there is no affidavit on file against him.
