PAY-SPLITTING BAN VIOLATED BY LAWMAKERS Congressmen’s Protests on Family Jobs Criticisms Now Under Fire. Aug. 24.—A law against salary splitting or subletting of Jobs has been called up to confront congressmen, who have been explaining to their constituents that although they listed wives, children, in-laws and absentees on the congressional payq roll, the money actually went to others who were doing the work. Os more than 100 congressmen revealed as employing relatives, many facing hard fights to retain their seats have protested that the family names were listed merely as a convenience and the salaries actually paid to working clerks. Helps Youth Get Education Representative John J. McSwain (Dcm., S. C.), is being strongly criticised in his primary race for carrying on his pay roll young man, who was attending the University of South Carolina. His answer was that while the young man was absent at school, his work here at Washington was done by others. McSwain stated in an advertisement explaining his case that he was proud to have helped the young man get an education. However his political opponents are citing a law passed in 1901. It appears in the United States code annotated Title 2, as follows: “Section 86: It shall not be lawful to appoint or employ in any position under the house of representatives more than one person at any one time, or to require or permit any such person to divide with another any portion of his salary.” Federal Law Is Cited “Section 87: It shall not be lawful to require or permit any person

DEATH CALLS A, G. SCBIBNER Policeman at City Hospital for 15 Years. In the whirl of activities today at city hospital a familiar face is missing. It is that of Albert G. Scribner, 72, of 918 Roache street, veteran policeman assigned as guard at the police detention ward, who died Tuesday at Owen Park, Cataract Falls, while on vacation. During fifteen years of service in

the ward, Mr. Scribner was known as “Daddy” to internes and nurses. Daily, It was said, he went to work laden with a large bag of candy which he distributed among nurses. These he called "kisses.” A member of the police, department for thirty-two years, Mr. Scribner was incapacitated eighteen years ago by a fall from a scaffold. He was Retired on pension for a long period, but finally recovered and was placed on inactive duty in the detention ward where he had been stationed since. Police Captain Otto Petit is a son-in-law. Survivors are the widow and several daughters. Arrangaments for the funeral have not been made, pending return of the body from the park.
