(Continued from Page One) accompanied in his speech Friday night bv a hint that if Democratic opponents would name specifically the rates of the Hawley-Smoot act which they especially abhor as dangerous to our foreign trade and relations, that his tariff commission would act. Defends Tariff Set-Up This is the attitude which has been adopted by practically all regular Republicans in congress, since the present Republican high tariff helped whittle down our foreign trade to a fraction of its former size. Hoover made it clear that he is content with the present tariff commission set-up, and is not willing —as he demonstrated in his message vetoing the Democratic tariff bill this year—that this body should report to congress for action on its recommendations. With nations, economists, business men and editors clamoring for reiductions of tariff, Hoover said: "I squarely am for a protective tariff. I am against the proposal of ‘a competitive tariff for revenue' as advocated by our opponents.” His recommendation for a resurvey of the new taxes was seen as the basis for anew plea for enactment of a federal sales tax, if he is reelected. In his acceptance speech he suggested that the new levies, now being paid, be “again examined, and if they tend to sap the vitality of industry, and thus retard employment, they must be revised.” Rejected Sales Tax Republican administration spokesmen in congress contended throughout the tax fight that industry would only be relieved of unequal and discriminatory burdens by enactment of the general manufacturers’ sales tax. 15 Miles of Detours on State Roads Eliminated
Fifteen miles of detours on state roads have been eliminated with completion of construction and maintenance work, according to John J. Brown, state highway di-
nuisance, luxury', income and estate taxes on this ground. But the house rejected the sales tax twice, and then the senate rejected it again after Hoover himself in a ssnsational personal appearance before the latter body urged enactment of this tax. The opponents of the sales tax, mostly Democrats, argued successfully that this levy caused the poor person buying food and clothing to pay at the same rate as wealthy persons purchasing choice viands and fine raiment; and that it violated the principle on which United States taxation is built—the ability to pay. The Candidate-President insisted again oh a balanced budget, as has the Democratic party. He urged reduction of federal expenditures. He admitted there are vast problems in agriculture to solve, and that “no power on earth can restore prices except by restoration of general recovery and markets.”

But he turned thumbs down on tw'o proposed ways of helping solve some of these farming problems when he said: “There is no relief to the farmer by extending governmental bureaucracy to control his production and thus curtail his liberties, nor by subsidies that bring only more bureaucracy and ultimate collapse. I shall oppose them.” This was interpreted as criticism of the equalization fee and debenture plans of farm relief, both of which might come under the Democratic agriculture plank. Hoover left the way open for congress to repeal the “stabilization” powers of the federal farm board, used disastrously and expensively during the last tw'o years, but also praised this $500,000,000 organization. would keep Walker in power as mayor or cast him out as unfit. Attorney-General J. J. Bennett will represent Roosevelt at the show cause order hearing before Supreme Court Justice Ellis J. Staley Aug. 9. Meantime, hearing of the charges will continue. Strung to a high pitch of emotion, his voice dreaking into halfsobs, Walker opened his defense Thursday with a vigorous denunciation of his accusers and a tightlipped protestation of his innocence. The immaculately-clad mayor, called to the stand almost at the outset of the hearing that will determine his fitness to hold his $40.000-a-year office, won a signal victory as the trial opened. Governor Roosevelt, whose political fate is strangely enmeshed in the tangled politics involving Tammany and New York City, ruled Walker would be permitted to call and examine such witnesses as he chooses. Roosevelt ordered Walker to “tell
about” the Bisto $26,000 bond deal, and the Reliance Bronze and Steel Company's secuirties he is accused of holding, in violation of the city charter. The accusation made by Seabury was that Walker had accepted an envelope containing $26,000 in bonds, from a messenger of J. A. I Sisto & Cos., and that Sisto was interested in certain taxicab legislation to limit the number of cabs operating in New York City. ”1 was invited to a banquet in Atlantic City by the Motion Picture Producers' Association,” Walker said. ‘ After the banquet, we ad- 1 joumed to a hotel room. Somebody said something about a pool in Cos- . den oil. and somebody else suggest- I ed that they 'ought to put the mayor in.' ” His story continued smoothly—how he had asked how much it would cost, and how he was told that it wouldn’t cost anything because all the money already had been put up. And how surprised hi
. was when he received an envelope containing the profits from the deal —his share of the profits. The mayor didn't open the envelope, he said, and never knew that they contained any bonds for which he might later be questioned. But it appeared that, as mayor of New York, he had accepted certain convertible bonds of the Reliance Bronze and Steel Company, a concern then selling decorative lighting standards to the city. The city charter expressly forbids “any officer” of the city from owning any stock in such a concern. Walker denied he knew the Reliance company was engaged in any business with the city.
