DIPLOMAT IS DEAD Dr. Seipel of Austria 111 for Eight Months. Ry United Press VIENNA. Alls:. 2-Dr. Ignatius Seipel, th** priest who became Austrian chancellor and one of the outstanding diplomats of central Europe. died today. Dr. Seipel had been ill for eight months. Chinese casualties during the recent, conflict with Japanese troops in Shanghai amounted 214 officers and 4.060 men killed, and 688 officers and 1,154 men wounded.

Poor Relief to Cost Township Million and Half
CENTER township will expendi nearly a million and half dol-! lars for poor relief this year. Charles Holtman, township advisory board member, estimated today. Cost of providing coal and food for unemployed families has doubled within the last year, he declared. This huge outlay, Holtman estimates, will be necessary to pay bills already incurred this year and cover expected expenditures for fall and : early winter months. Up to July 1, the township had appropriated more for relief than 1 the entire last year.
Holtman estimates the 1932 poor aid bill at $1,322,187. Expenditures by Miss Hannah Noone. trustee, during 1931 totaled $702,204. With an estimated expenditure of $85,000 for July, on which definite figures are not available. cost from Jan. 1, 1932, to Aug. 1, will total $818,187. Miss Noone informed County Auditor Charles Grossart that she will need a $504,000 poor relief budget from Aug. 1 to Dec. 31. On basis of these figures, the i county council must fix the township tax rate for poor relief. This rate, 12.5 cents last year, may rise

It appears that the calls will increase with the coming winter.” Holtman declared. A glimpse of the picture that is worrying county budget-making officials is given in figures furnished by Holtman. In April, 1931, Center township spent $56,089 for poor relief, compared with $141,358 for 1932; in May, $48,908, compared with $82,126
