GRAIN DEALERS SEE ‘CHAOS 1 IN CLOSING EDICT! Trading Privileges Refused Farm Board Subsidiary Brings Ruling. (Continued from Page One) necessary. Hr called a meeting for his afternoon of his aids, Board of “rade directors. Intense interest was centered on he possible effect of the suspension jrdrr of the trading in grain fuures. Carey believed there would or little effect. Other observers suggested worried traders might start an avalanche of selling. A third school of thought held that prices would rise because short traders, worried over possible closing ! of the market, would hurry to with- j draw from the market. Carey emphasized the importance ; of the Board of Trade in the deli- | cate adjustment of grain prices, I especially important during the coming harvest weeks when huge masses of ripe wheat, barley, rye and oats nfiist be sold. “If the Board of Trade should i close, even temporarily, utter chaos would result,” said Carey. “There would be panic. The closing would be reflected on every exchange in the country. The milling industry ! would be injured severely." Co-operative Is Satisfied The ruling of the futures commission left a loophole which would enable the Board of Trade to avoid suspension of futures trading by admitting the farm board subsidiary to trading privileges. However, Carey indicated this course would not even be considered until every legal recourse had been exhausted. The Farmers’ National viewed the situation with satisfaction. “If we were engaged in the grain business for private gain," said C. F. Huff, president of the Co-opera-tive, “the Board of Trade would not have ruled us out. We welcome bringing the matter into court and are certain our complaint will be upheld.” The dispute between the Grain Exchange and the Co-operative arose specifically over a rule passed by the exchange under which the Updike Grain Company, a subsidiary of the Farmers’ National, w T as stripped of tradings rights. Called ‘Heavy Blow’ By United I‘ii-xit KANSAS CITY. Mo., July 25. Closing of the Chicago Board of Trade by the federal government would prove ”a heavy blow to all other American grain markets,” W. R. Lincoln, president of the Kansas City Board of Trade, said today. The action would also damage producers, Lincoln said. “Closing of the Chicago Board of Trade, the central futures market of the world, would prove a heavy blow to all other American grain ■"markets which necessarily are linked closely commercially \%tth the central market,” he explained. “With the movement of ihc new winter crop on hand, the spring movement just started with a heavy crop, and the hedging pressure incident to such heavy marketing, the secretary of agriculture might well pause and consider the welfare of the producer.” Grain interests charged the federal farm board today with "wasting vast sums of public money in futile and ill-advised stabilization and other socialistic schemes.” The charges were made by Frank A. Theis, former president of th-> Kansas City board of trade, before tb" house remnittee headed by Representative Joseph B. Shannon which is investigating government competition with private business.
Competing With Individuals He appeared on lehalf of the grain committee on national affairs, which represents the country's leading grain markets. Theis asserted that the government has been engaged in business on a gigantic scale in direct competition with its citizens and taxpayers through the agricultural marketing act and the federal farm board. He further charged: That the government is competing with private individuals and corporations in ever branch of the grain business. That it is “the deliberate purpose of the federal farm board and 1 its übsidizrd supporters to create ! with public money an absolute monopoly in the marketing of grain.” That the taxpayer has been forced to pay twice for some of the wheat acquired bv the farm board—first when the original $500,000,000 was appropriated, and again when a second appropriation was required to release to the Red Cross wheat previously purchased and used as collateral by the farm board. Called Tragic Adventure The grain committee represents the Buffalo Corn Exchange, the Chicago Board of Trade, the Duluth Boar dos Trade, the Grain and Feed Dealers National Association, the Kansas City Board of Trade, the Milwaukee Grain and Stock Exchange, the Minneapolis Chamber of Commerce, the New York Produce Exchange, the Minneapolis Chamber of Commerce, the New ork Produce Exchange, the Omaha Grain Exchange and the St. Louis Merchants’ Exchange. Theis termed the agricultural marketing act “a tragic government adventure in marketing,’’ and added: “It not only has proved tremendously costly to citizens engaged in the grain business, but has demoralized and all but destroyed existing co-operative market organizations owned and controlled by farmers. “It has been largely responsible for reducing grain prices to the lowest levels in history.” ATTACKER IS IN CELL Richard Turner is in city prison on charges of assault and battery with Intent to kill after police said he admitted striking Andrew Barrett, 948 West Walnut street, on the head with a spade. Barrett wm delivering ice .at szl Douglass street when the attacl: occurred. No reason was given for the assault.
