NEW RULE AIDS FIRE. MISHAP RISKJNNCERNS Commissioners of State Adopt Regulation to Amortize Bonds. BY J. L. NEWMAN Asa result of a conference of state Insurance commissioners in Chicago a few days ago the right to amortize bonds, which long had been denied fire and casualty insurance companies, was granted, thus tending to stabilize the value of securities of that kind and better the financial position of the concerns, according to the report today by John C. Kidd jof Indianapolis, state insurance commissioner. Eflorts to lessen the restrictions on premium reserve requirements of fire and casualty companies were referred to a subcommittee which was Instructed to report to the annual convention in Dallas, Tex., in October. “The direct effect of the action of the state insurance commissioners in permitting the amortization of bonds owned by fire and casualty Insurance companies,” said Mr. Eidd “will be immunization from speculative tendencies or other vagaries o* the stock markets. A fire Insurance company under the new regulation is enabled to list, the value of its bonds held as security at a fair, fixed value instead of the sliding, uncertain values of the stock exchanges from day to day. That situation in itself is likely to inject strength into the fire and casualty fields.” A ruling to that end will soon be promulgated by Mr. Kidd and by other state insurance commissioners so empowered. The ruling does not apply to companies which have defaulted interest or principal.

Insurance offices in Indianapolis are aflutter these days over the beauty contest which is to form a part of the program of the National Fire Insurance Agents’ Association in Philadelphia Sept. 20 to 23. Bulletins distributed today by Joseph W. Sticlyiey, secretary-treas-urer of the Indianapolis Fire Insurance Agents’ Association, Fletch-er-American Bank building, cited among the requirements that the contestants must be employed in insurance offices and must be gracious and tactful. A parade in bathing suits will not be required. The winner of the contest will be known as Miss Insurance. She will be the official hostess of the convention; her expenses and those of a chaperon will be paid by the national association. LIFE UNDERWRITERS PLAN FREE SCHOOL Various Phases of Insurance Study Offered Members. Plans are under consideration by the Indianapolis Life Underwriters’ Association to establish a free school for members, E. A. Crane, general agent of the Northwestern Mutual Life, president of the underwriters’ body, reported today. The curriculum will embrace the various phases of the study of life insurance. The school term which will open in September will be six weeks. Instruction will be given two nights each week. The bridge will be dismantled according to Indiana State Highway Commission Specifications, and the four steel truss spans will be match-marked. 3. INSTRUCTIONS TO BIDDERS. Plans showing the old bridge may be examined at the office of the Indiana State Highway Commission, Indianapolis. Indiana, or at the office of the Division of Highways of the Illinois Department, of Public Works and Buildings at Springfield, Illinois, or copies may be obtained by payment of a nominal charge of $2.00 per set and proposals may be obtained free from cither of the above offices. Checks shall be made payable to "Director. Indiana State Highway Commission." No refund will be made for plans returned. Proposals shall be made on forms furnished by the Department of Public Works and Buildings of Illinois, or by the Indiana State Highway Commission, and shall be inclosed in an envelope addressed: "Indiana State Highway Commission. Division of Construction. Bridge Department, Indianapolis. Indiana,” with the following notation thereon: "Proposal for Material from old Wabash River Bridge at Vincennes.” Bids may be made for any span or spans separately or for all of the spans. The present timber floor for each span will be included with the span. With his proposal, each bidder will be required to submit two Cashier's checks or bank drafts, one payable to “State of Indiana" and one payable to "State Treasurer of Illinois.” each to be in an amount not less than 15% of the total of the bid or bids (total for greatest number of spans bid upon). This requirement will be waived in case of counties or other units of government of either the State of Illinois or the State of Indiana. 4. uEJECTION OF BIDS.
