RULES ON FLAG ETIQUET FOR JULY 4ISSUED Regulations Prepared by War Department to Aid Public. Rules for observance of flag etiquette have been issued by Postmaster Leslie D. Clancy for the benefit of patriotic citizens Monday, July Fourth. The rules for display of the American flag, prepared by the war department, were forwarded to Clancy by Postmaster-General Walter F. Brown, and are being passed on to the public in reply to numerous requests, Clancy said. “When the flag is not flown from a staff,’’ Clancy advised, “it always should be hung flat, whether indoors or out. It should not be fastened over doorways or arches, or tied into a bowknot or fashioned in a rosette. Don’t Drape Flag, Plea “When used on a rostrum it should be displayed above and behind the speaker's desk. It never should be used to cover the speaker’s desk nor to drape over the front end of the platform. “Under no circumstances should the flag be draped over chairs or benches, and no object or emblem of any kind should be placed above or upon it. It should not be hung where it easily can be contaminated or soiled. No lettering of any kind should be placed on it. 'The flag should not be displayed union down, except as a signal of distress at sea. “When the national flag is carried, as in a procession, with another flag or flags, its place is on the right. Place Is in Center “When the national flag and another flag are displayed together, as against a wall from crossed staffs, the national flag should be on the right (the observer’s left), and its staff should be in front of the staff of the other flag. “When a number of flags are grouped and displayed from staffs, the national flag should be in the center or at the highest point of the group. “When it is hung either horizontally or vertically against a wall, the union should be uppermost and to the flag’s own right and the observer's left. “When the flag is suspended between buildings so as to hang over the middle of a street, the union should be to the north in an east

INDIANA AIR FLEET IS READY FOR TOUR

When forty airplanes wing out from Hoosier airport Tuesday on the fourth all-Indiana air tour, at the controls of one of them will be one of the fairest pilots in the state. She is Miss Thelma Kennedy of Knightstowm, who spends all her spare time collecting flight hours in her trim little Waco biplane. Miss Kennedy last year was the only female pilot on the tour, and probably will repeat the honor this year. No other woman has signified she will fly on the trip.

Its itinerary completed, and with an entry list that presaged a record squadron, the fourth all-Indiana air tour today was virtuallly ready for the take-off from Hoosier airport Tuesday on a six days’ jaunt around the state. Twenty-one commercial ships have been entered, according to Walker W. Winslow, president of Indiana Aircraft Trades’ Association, sponsoring the tour. Added to these before Tuesday will be four, and possibly five planes from Capitol airport here: at least three from Hoosier airport, and one from Central Aeronautical Corporation at municipal field, with possibility of other entrants from the city port, Winslow said. Sullivan will be Wednesday's stop at noon with the tourists resting overnight in Terre Haute. On Thursday the flight continues north to Lafayette for lunch, and Michigan City for night. Friday South Bend will entertain the air travelers for lunch, and the night stop will be at Ft. Wayne. Saturday Marion is the midday halt, with Muncie the overnight control point. Sunday morning the tour will visit Connersville, returning to municipal airport here Sunday afternoon.

CURTIS TRIAL IS SHOWNJN FILM Lindbergh in Court Scenes of Times Reel. Scenes at the trial of John Hughes Curtis, accused of obstructing justice in the Lindbergh kidnaping, at Flemington, N. J., are included in the current issue of The Indianapolis Times-Universal Newsreel now being exhibited at leading local theaters. f Curtis, accompanied by his daughter Constance, reaches the courthouse in custody of officers, Colonel Lindbergh and Betty Gow, nurse of the murdered child, also are shown. Graham McNamee, radio announcer of the National Broadcasting Company staff and the talking reporter of the screen, comments on this and other units of the reel. The censor board of Paris has divided designers of beach fashions, another unit of the reel reveals. A parade of the latest decrees in beach modes before the board leaves the conservative stylists and the radicals in a state of confusion, as everything is left squarely up to the experts themselves. Latest addition to the bonus army in Washington, D. C., is caught by the camera at El Paso, using air and rail to travel to headquarters of the government. The unit, organized on the coast, appropriates railroad trains by the hundreds for transportation. In Texas an air unit was added to the recruits. Opening of the Democratic national convention at Chicago, the earthquake ruins at Colima, Mex., and Arthur Sullivan of Somerville, Mass., who smokes through his ears are other units of interest.

FLAY P, 0, LEASES By United Pres s WASHINGTON, July 2.—“ Wasteful, extravagant and uneconomical’’ was the label that the special senate investigating committee placed on postoffice leases, in its report Friday. The committee recommended as a remedy either purchase of the leased property, or preferably construction of new postoffices. Two “professional bidders’’ were found by the committee to hold a large number of the leases where rental is large. The two were named as Jacob Kulp, Chicago, with twenty-six leases, aggregate annual rental $930,000, and Raymond D. Brown, Indianapolis, with fifty-six leases, annual rental $935,000.
