SOUND WARNING OF PERILS OVER FOURTH HOLIDAY City and State Officers Unite in Plea to ‘Be Careful.’ State and city police and fire officials are completing plans to provide special protection during the week-end holiday period celebrating July 4. Alfred Hogston, state fire marshal, has issued rules prohibiting sale ot a number of fireworks, which were subjected to chemical analysis and found “powerful enough to injure seriously and possibly to kill.” Listed by trade names, these articles are banned from display or sale. Among these are paper balloons of all sizes, spit devils and “white snakes.” For the past several years use of fireworks has been prohibited in the city until July 4, and this rule will be enforced, according to police. Maps Road Patrol Anticipating increased volume of traffic during the holiday, state and city police will take special precaution to insure safe driving conditions. Grover Garrott, state police chief, w’ill have hLs entire force on duty for the four days beginning Friday to handle crowds at gatherings and to patrol roads. The rules from the office of the state fire marshal prohibit the display of fireworks on streets, sidewalks or in any location where the combustibles might be exploded by accident. Special attention will be given to prevent use of fireworks near or in any filling station. While police and -fire officials are busy with prevention measures, Dr. Herman G. Morgan, secretary of the board of health, issued information on simple home remedies In event of accident. “If clothing catches fire, tear off the burning portion at once or smother the flames in a blanket, coat or rug,” Dr. Morgan says. ‘•Burns should be covered with vaseline or cold cream and bandaged. If burns are serious, call a physician at once. Guard Against ‘Dud’ “Deep wounds aro sources of j tetanus or lockjaw. Call a physician ! at once to administer antitoxin. “Don’t let the small children use or come near the larger displays of fireworks. When the height of the celebration is on, have an adult member of the family present for emergencies. “Watch out for the ‘dud’, the firecracker that didn’t- go off. Like the ‘unloaded’ gun, it may fool you. Don’t allow the children to hold explosives after lighting them. “Be careful of infants and crawling children. Bright colors of wrappers and fireworks attract them and will be placed in their mouths if not watched. Some of these are poisonous.” “Avoid Gravel Pit” Lieutenant Frank Owpn, safety director, redoubles his warnings on careful driving and swimming only in guarded pools. “Motor traffic always Is heavier over a holiday and haste to reach picnic, swimming pools or other pleasure haunts causes accidents,” he warns. “Ample facilities are provided in the city for swimming in properly guarded pools. Avoid the river bank and the gravel pit.”

RULE GOVERNOR CAN’T ACT IN FINE REMISSION i Relief Lies Oniy With Courts, Says Attorney-General’s Finding. Pardons and remissions of fine once made are irrevocable by the Governor, according to a ruling being written upon request of Governor Harry G. Leslie in the office of Attorney-General James M. Ogden. The opinion Is being prepared by Joseph M. Hutchinson, deputy at-torney-general, who writes most of the rulings in the attorney-general s office. According to attaches of the Governor’s office the question arose in i the matter of remission of fine of a Ft. Wayne woman upon request from Judge Clarence R. McNabb of Allen circuit court. The woman obtained the fine remission on the grounds of poverty and later was discovered to have a SBOO bank deposit, it was said. In the ruling it will be pointed out that any relief lies only with the courts and not with the chief executive.
