MAYR’S FOES I PREPARE FOR OUSTER FIGHT Democrats Eye Battle on Secretary of State: Peters Cautious. Only one topic was being dis- ; cussed today by Democratic leaders who are gathering here for the work preparatory to the state convention which begins Monday night, and that is the possibility of a fight on the renomination of Frank Mayr Jr., secretary of state. It is taken for granted that the platform will declare for repeal of the eighteenth amendment and the Wright bone-dry law, so managers are turning their attention to other political phases. Robert Codd, deputy secretary of state, who is one of the focal points in the fight on Mayr. conferred with R. Earl Peters, state chairman, today, and is was intimated that he was seeking to point out the political ill effects of discarding a state official in a two-year post after only one term. Peters insisted that he was keeping “hands qff’’ in the secretary i situation, but it was understood later that Codd received scant comfort. Although several names have been mentioned as possible contenders for Mayr's post leaders of

the opposition have decided to pit only one opponent against him. Which of these mentioned will get the call to be the champion of the anti-Mayr cause is not known yet. although those mentioned are Thomas McConnell of Fowler, Third district chairman and president of 'the state trustees' organization; William Krau, mayor of Elkhart; Virgil Simmons of Bluffton. state representativ eand Fourth district chairman, who was a candidate two years ago, and Lawrence Handley of Richmond. Following the conference with Codd, the state chairman met with Walter Myers, house speaker and candidate for the senatorial nomination and his managers. Hendricks Kenworthy and William Vogel, all of Indianapolis. Contrary to general belief they insisted that Myers was gaining ground. Neither the passengers nor the trainmen know where the excursion is going until the train leaves the Cincinnati station. After the train pulls out the engineer is handed his sealed orders. The first trip was a 100-mile train ride, to Lexington, Ky., a 25-mile automobile ride, a chicken dinner, and a ride home —an 11’- hour holiday for 51.75. There were 650 passengers on the first adventure, and the railroad company announced there would be more excursions in the near future.

STIMSON ACTION MOULDED PLANK Set Precedent for G. 0. P. Kellogg Pact Stand. By Cnited Fees* WASHINGTON. June 18.—A plan to make a formal American policy of State Secretary H. P. Stimson's practice of conferring with other powers whenever the Kellogg peace pact is menaced was seen by official Observers here Friday in a plank adopted by the Republican national convention. This plank read: “We favor enactment by congress of a measure that will authorize our government to call or participate in an international conference in case o{ any threat of nonfulfillment of Article 2 of the treaty of Paris <Kel-logg-Briand pact).” In the two instances when the state department has believed the peace pact to be endangered—the Russo-Chinese railway dispute of 1929 and the Manchurian affair last winter—Secretary Stimson has sent warning notes to the parties at odds. He also has consulted with other signatories of the pact. Thus, observers hold, he actually has established the position of America as the prime protector of the pact. But if congress passes the recommended resolution, this practice would be formalized and given congressional sanction. Also the state department would feel freer not only to consult with other signatories, but also to call an international conference.
