STIMSON ACTION PLANK Set Precedent for G. 0. P. Kellogg Pact Stand. J?y r njtrit Prr*t WASHINGTON. June 17.—A plan to make a formal American policy of State Secretary H. P. Stimaon's practice of conferring with other powers whenever the Kellogg peace pact is menaced was seen by official observers here today in a plank adopted by the Republican national convention. This plank read: "We favor enactment by congress of a measure that will authorize our government to call or participate in an international conference in case oj any threat of nonfulfillment of Article 2 of the treaty of Paris (Kel-logg-Briand pact).” In the two instance* when the atate department has believed the peace pact to be endangered—the Russo-Chinese railway dispute of 1929 and the Manchurian affair last winter—Secretary Stimson has sent ■warning notes to the parties at odds. He also has consulted with other signatories of the pact. Thus, observers hold, he actually has established the position of America as the prime protector of the pact. Bus if congress passes the recommended resolution, this practice would be formalized and given congressional sanction. Also the state department would frpi freer not only to consult with other signatories, but also to call Bn international conference. GIRL HURLED FROM CAR Police Seek Man Who Flung Young Woman Out of Machine. Police today were searching for a man who hurled Miss Dorothy Moore, 22, of the Puritan hotel, from a motor car at North Illinois street and the canal. Miss Moore was found lying on the street by passersby. She was taken to the city jail and charged with drunkenness. She said she was out riding with a man named “Pratt” and that he threw her out of the car, police said.
