NURSE SCHOOL WILL GRADUATE CLASS OF 82 E. Hospital Group Largest in History; Commencement Today. Commencement exercises of the Methodist hospital school of nursing were to be held at 2:30 today in the North M. E. church. Eighty-two young women, the largest class in the history of the school, were to attain the rank cf graduate nurse. Dale Young will play the organ processional and the Rev. Jean S. Milner, pastor of the Second Presbyterian church, will offer the invocation. Arthur V Brown, chairman of the board of trustees of the hospital, was to give a naddress of welcome. Dr G. Here are the seventeen points which are supposed to form the basis of the legislation at the special session of the general assembly July 7: Employment of a corps of efficiency engineers to study advisability of consolidation of government units and eliminating duplications and nonesssential services. Absorption by county commissioners of jurisdiction over all township roads. Reallocation of gasoline tax moneys as follows: 10-20 to the state highway commission. 9-20 to the counties and 1-20 to cities and towns. Os the 4-cent gasoline tax, 3 cents now go to the state highway commission and 1 cent is distributed to counties, cities and towns, one-fourth of this amount going to cities and towns on a | basis of population and the three- j fourths being prorated to counties : on a road mileage basis. Assessment of intangible property at its fair cash value, with an exemption of 75 per cent, with ; the 25 per cent being taxed at the J current rate, and with immunity : to those who have not previously I returned their intangibles for ! taxation. A tax on personal net incomes. Amendment of the present budget limitation act to provide that, budgets for the years 1933 to 1935 shall in no case exceed the aggregate amount of the budget for the year 1932. Remove from county commissioners the right to act on or receive any petition for establishment, construction or improvement of any three-mile gravel road, nullifying all such petitions now on file where contracts have not

been awarded. An approximate 10 per cent reduction ;n salaries of all public officials who now receive J 1.400 or more a year. A special tax or license fee on a ton mileage or passenger capacity basis, to be imposed on all motor vehicle common carriers. Administration of poor relief funds by the county commissioners on a county unit basis, instead of by township trustees. Amendment of the law relating to consolidation of townships or changing the boundaries thereof, to permit county commissioners to consolidate townships on their own initiative. Creation of bipartisan county councils by requiring four members of the body to be of one political party faith and three members of the opposite faith. All appropriations would require a five-sevenths vote to become effective and the council would have the power to fix compensation of all county officers and determine the number of assistants. A two-year moratorium on issuance of county unit highway bonds from the date the law becomes effective. Abolition of the office of county highway superintendent and transfer of his duties to the county surveyor, who must be a qualified, registered engineer: all highway and bridge specifications would be subject to approval of the state highway commission. Provision for referendum on issuance of bonds by a municipal corporation, bonds not to be issued unless approved by a majority of the voters at a general election. Increase of 25 per cent on passenger automobile license fees and doubling the license fees for commercial motor vehicles.

June 2.—The lengthy record of criminal proceedings growing out of the Teapot ! Dome oil scandals was brought to an end today when the three re-, maining indictments were dismissed in the District of Columbia supreme court. The indictments were in the cases of Albert B. Fall, Edward L. Doheny and E. L. Doheny Jr. The younger Doheny now is dead. | The indictments were dismissed by agreement between former Senator iAtlee Pomerene, special oil prosecutor, and Justice James M. Proctor. Pomerene informed President Hoover of his intentions before going to court. Each of the indictments, the first of which was returned eight years ago this month, charged conspiracy against the United States government in the leasing of the Wyoming oil fields. Pomerene said acquittal of Harry F. Sinclair, oil man. on a conspiracy charge in connection with the Teapot Dome cases, made it impesI rible to acquit.
